Urgent Hiring: HR Organizational Development Officer Location: Cebu City Send your application to: About the Role We are urgently looking for a Human Resources Organizational Development (OD) Officer who will be responsible for driving the company’s people development initiatives, ensuring organizational effectiveness, and aligning HR strategies with business goals. This role requires a strategic thinker with hands‑on experience in OD frameworks, competency building, culture transformation, and performance management — ideally within the construction or project‑based industry. Scope of Work Develop and implement organizational development programs, including competency frameworks, job leveling, succession planning, and talent management. Design and facilitate training programs, employee engagement, and career development initiatives. Review and enhance organizational structures, workflows, and manpower planning to improve operational efficiency. Lead performance management system rollouts, including goal setting, coaching sessions, and evaluation reviews. Conduct culture and climate assessments to support employee engagement and retention. Partner with department heads to identify capability gaps and recommend HR interventions. Support change management efforts and ensure alignment with company values and objectives. Core Functions Talent and Leadership Development – Build and maintain systems that strengthen employee capability and leadership readiness. Performance and Culture Management – Drive a high‑performance culture that aligns with organizational goals and core values. Process and Structure Improvement – Develop OD policies, tools, and metrics that continuously improve efficiency and organizational health. Core Competencies Strong background in OD frameworks, training design, and HR analytics. Excellent facilitation, communication, and interpersonal skills. Data‑driven approach in assessing performance and engagement. Strategic and innovative mindset, capable of influencing change. Proficiency in MS Office and HRIS tools. Performance Management System – 100% completion of appraisal cycles; measurable improvement in employee productivity and goal achievement. Organizational Structure & Efficiency – Completed job evaluations and updated organizational charts per department; reduction in redundant roles or functions. Succession Planning & Talent Retention – At least 80% of key roles have identified successors; reduction in turnover among high‑potential employees. Qualifications Bachelor’s degree in Psychology, Human Resource Management, or Organizational Development. At least 3–5 years of experience in OD or HR Development roles. Experience in construction, engineering, or project‑based organizations is an advantage. Excellent communication, facilitation, and analytical skills.
