The objectives of the Human Resources Management Unit are to carry out in an efficient and timely manner, for the WHO Regional Office for the Western Pacific (WPRO) and Country Offices the region, all activities related to both strategic and operational workforce planning, staff/management relations, the development, implementation and assessment of integrated talent management strategies and practices that support the achievements of short-medium and long-term objectives as set out in the MTSP and operational workplans.

Duties:

Provides secretariat support to the WPRO Learning Committee and, based on committee recommendations, develops and implements the overall strategy for staff development and learning in the Region;Guides the WPRO Learning Focal Point network to identify and collate staff development and learning needs across the region, and supports the network, through training of trainers, to facilitate the delivery of essential learning activities in the Regional Office and Country Offices;Conducts Learning Needs Analysis across the region and propose adequate training activities to address them;Liaises with the WHO Career Development and Learning team and supports the implementation of required global learning initiatives;Administers the WHO Learning Management System for the Region including learning management, e-learning development and publication, targeting of learning and reporting;Monitors, evaluates and reports on implemented SDL activities;Supports the development of e-learning programs using Articulate Storyline;Manages the financial resources allocated to staff development and learning in the Region;Provides advice, guidance and training for Performance Management and Development (PMDS) activities;Reports, at key periods in the PMDS cycle, to Country Offices and Clusters on completion rates for mandatory PMD activities; andPerform other duties as required.

Required Qualifications:

Education:

Essential:

First university degree in human resources management, public or business administration, psychology, organizational development, social science or related field

Experience:

Essential:

Five years of experience in planning, developing, organising,conducting and evaluating staff development activities, in an international setting and/or multicultural environment.

Skills:

Ability to conceptualize and develop Staff Development and Learning strategies. Excellent knowledge of instructional design and facilitation techniques.Ability to provide advice and guidance to managers and staff on the Performance Management and Development process. Ability to manage SDL related projects, monitor the implementation milestones and produce periodic reports.Computer literacy.Experience using Articulate Storyline, WebEx and Cornerstone (or other Learning Management System software) desirable.
