The position is assigned in the IT Finance and User Services Division (ITFS) within the Information Technology Department (ITD). ITD enables ADB's digital agenda and supports the Bank's global operations. The department delivers digital innovation, IT infrastructure, services, and solutions, and provides tools and knowledge platforms.

ITFS manages the key administrative functions that support the day-to-day business of ITD including IT budget and finance; IT investment management and reporting; strategic IT procurement; and vendor, outsourcing, and asset management. It is also responsible for maximizing the value of IT for the end users through effective user support and continuous learning on digital technologies to increase end-user productivity.

Job Purpose

The Senior IT Officer (Finance and Budget) participates and takes the lead in providing operational and analytical support on Financial Management matters in ITD, including budget, procurement, and contract monitoring. Main responsibilities cover the preparation, monitoring and reporting on the expenditure of IT budgets (capital, administrative/operational, special capital), ensuring that funds are expended and disbursed according to approved budget.

The incumbent will report to designated International Staff and will supervise junior National Staff and Administrative Staff.



Responsibilities

  • Manage ITD's budgets and ensures its effective and efficient use and that funds are expended according to approved budget by conducting periodic reviews and analysis of budget utilization.
  • Oversee the preparation of forecast and monitors actual spend for IT cost centers, in line with approved budget and business cases and following proper accounting practices.
  • Prepares and monitors short-term and long-term investment strategies for ITD. Assists in IT financial benchmarking analysis, as necessary.
  • Maintain and implement enhancements to Technology Business Management, a financial management framework and the tool to institutionalize and facilitate adoption.
  • Reviews business cases and participates in discussions of the Investment Working Group to ensure viability of information related to financial estimates.
  • Identifies trends and variations, identifies/resolves issues and discusses them with the concerned/relevant staff, project team, working groups.
  • Prepares consistent and streamlined generation of scenario-based IT financial projections, IT financial reports and dashboards
  • Ensures effective coordination and communication of cross-cutting budget work within ITD, through the Budget Tribe and with stakeholder departments.
  • Performs other duties as may be assigned and reflected in the incumbent's workplan.
Qualifications

Relevant Experience & Requirements

  • Bachelor's degree in Accounting, Management, IT, or any related field, preferably with a Master's Degree or equivalent.
  • At least 8 years experience of relevant professional experience; with 4 years of accounting and supervisory experience.
  • Experience in Technology Business Management (TBM) Framework, governance, and best practices implementation. Competencies with TBM software such as Apptio a plus
  • Experience in developing, implementing, and monitoring a multiple-year rolling capital budget.
  • Solid analytical proficiency and sound numerical ability.
  • Knowledge of multilateral organizations' policies, guidelines, and procedures in budget control and in processing of payments and accruals.
  • Understanding of IT infrastructure hardware and software, principles of networking, familiarity with servers, application systems and organizational structure.
  • Excellent written and verbal communication skills in English is required

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
