Overview

ABC+: Advancing Basic Education in the Philippines is a seven-year project with the Department of Education (DepEd) funded by the United States Agency for International Develop (USAID) and implemented by RTI International. The project aims to improve literacy, numeracy, and socio-emotional skills for children in the early grades (K-3) by providing teacher trainings, developing localized instructional materials for teachers and supplementary reading materials for students while also forging partnerships with LGUs and the private sector to support and sustain improvements in K-3 education.

In support to the Department of Education, the project seeks to hire an education data analyst who shall provide technical support to the Department in the area of data analytics.

Specific Tasks and Responsibilities

Data Collection, Consolidation, and Analysis

Identifies data needed to support decision-making for management.Organizes data available, identifies the need for additional data and develops the tools and protocol for the data collection.In collaboration with the OUCT units at DepEd, ensure easy access to databases and data systems to ensure availability of information as needed by OUCT.Provide technical support in ensuring the reliability and integrity of data.Prepares briefers, official communications, and reports, as neededAnalyzes assessment results to identify trendsin student performanceacross different subjects,demographics, and school types.Assists in the development and design of interactive dashboard to effectively presentand report assessment data and insightsReports directly to the Undersecretary for Curriculum and Teaching and performs otherrelevant tasks commensurate with the designation as may be assignedDuration of Assignment

The period of performance is from July 8 and for an initial period of one year.

Location of Assignment

Location will be at the Department of Education, Pasig City.

Minimum Qualifications:

Bachelor's degree holder, preferably from the field of statistics, data science, applied mathematics, information science, educational assessments, or other similar courses with 8 years of experience in a similar role; or a Masters Degree holder in any of those courses with 5 years of relevant experience.Advanced verbal and written communication, presentation, and facilitation skillsStrong attention to detailand accuracyExcellent organizational skillsStrong problem-solving and criticalthinking skillsExposure to the Philippine education system, and quantitative methods in educationpolicy analysis is an advantageGoodinterpersonal/relationship-building skillsGoodknowledge of MicrosoftWord, Outlook, PowerPoint, and ExcelProficient in statistical and data analyticskills in relevant platforms (STATA,SPSS, R, or others)Strong knowledge of programming languages like Python, SQL, C++, and Java to turn raw data into actionable insightsStrong knowledge of statistics and probability theoryfor data analysis and modelingsuch as Item Response Theory (IRT) and Rasch Modeling, to name a fewDatavisualization skills with knowledge of PowerBI, Google Data Studio, Python or other applicationsAbility to multitask in a fast-paced and deadline-driven environment;Upholds a culturally sensitiveand respectful environment
