The Distribution Compliance Manager is responsible in assisting the execution of the annual Compliance Risk Management Plan.
Job Purpose:

The Distribution Compliance Manager is responsible in assisting the execution of the annual Compliance Risk Management Plan. The job provides and uses in-depth data analysis and investigation to identify emerging risks, new opportunities and movement in existing risks that could impact FWD. Risk disciplines to cover but not limited to:

• Distribution Compliance risk

• Market Conduct risk

• Persistency risk

• Concentration Risk

The Distribution Compliance Manager is expected to assist the Head of Compliance in embedding and implementing the risk-based Compliance Risk Management Framework focused on distribution compliance controls, such as but not limited to FWD's Distribution Compliance Policy, Conduct Risk Policy, Market Conduct Guidelines, Code of Discipline, and all other relevant policies related with the Compliance function. The Distribution Compliance Manager will also be the Compliance lead for any data analytics program and process needed for effective and proactive Compliance monitoring.

Key Responsibilities:

1.Monitor and supervise distributor investigations, including reporting to Distribution Compliance Office (DCO) and Compliance and Ethics Committee on the results of investigation, and recommending any applicable sanctions.
2.Serves as the subject matter expert for all distribution compliance-related matters, such as providing interpretation of regulations, laws and other regulatory guidelines. Review and give compliance advisories on Distribution Compliance-related subject matters, including active involvement in Company business initiatives to provide sound compliance advice.

3.Leads the development activities to facilitate awareness and distribution compliance responsibilities of personnel and units on applicable laws and other regulatory matters. Ensures the Regulatory Compliance Unit remains competent and abreast on developments by recommending capacity-building activities and relevant trainings for the Unit.

4.Undertakes regulatory capacity building activities and trainings.

5.Oversees the day-to-day activities, staff, and other requirements on Distribution Compliance to ensure effective management of compliance risk and implementation of the Distribution Compliance program.

6. Assists the Head of Compliance in supporting internal and external stakeholders for distribution compliance-related matters by creating, overseeing, and maintaining various Compliance data analytics program, dashboard or tools designed for pro-active detection and monitoring of key trends and/or red flags connected with Distribution Compliance risk, Market Conduct risk, Persistency risk and Concentration Risk.

7.Assists the Head of Compliance and Chief Compliance Officer (CCO) on the reporting to the Board, Audit, and Compliance Committee, and Senior Management including but not limited to the Group Office, Compliance and Ethics Committee, Compliance and Operational Risk Committee, Executive Committee, on matters that require awareness and action, including but not limited to regular regulatory and management reports, material breaches, and non-compliance, material risks and leads the drafting of such reports.

8.Manage DCO-related registries and documentation for records management.

9.Participate in relevant DCO system enhancements, various business initiatives and give compliance advisories on DCO-related subject matter.

10.Perform all other related tasks as may be assigned by the Head of Compliance and/or Chief Compliance Officer.

Knowledge and Skills:

Education & Certification:

• Relevant tertiary qualifications, preferably with LOMA Certification

Experience:

• 4-7 years of experience in Compliance, Risk, or Audit work, preferably in leadership roles.

• Extensive exposure to Distribution Compliance / Insurance Compliance / Market Conduct regulations in the in the life insurance sector.

• Strong background in Distribution / Insurance Compliance, with basic working knowledge, preferably with experience in market conduct investigations and in conducting reviews and testing.
