Position Title: Treasury Operations Specialist

Job Summary

  • Implements control procedures in all areas of treasury operations, preparation of the required reports of Treasury, dispatches documents, receipt of check payments for treasury placements, monitors full compliance with documentary requirements for all treasury transaction, confirms transactions with clients/counterparties, adding settlement instructions in the Treasury system (OPICS), ensures correctness of securities inventory, responsible for correct and timely implementation of fund transfers to and from various Nostro accounts, settlement of transactions of foreign subsidiaries that have settlement agreement with the Bank

Specific Duties & Responsibilities

  • Prepares reports required of Treasury by the Bangko Sentral ng Pilipinas (BSP), the Bureau of the Treasury and other Head Office units; ensures that all the required reports are correctly prepared and submitted within the prescribed deadline.
  • Encodes/creates/updates static data in OPICS; ensures that static data are correctly set up in accordance with the prescribed guidelines.
  • Runs the daily monitoring reports on counterparty limits, traders' limits; ensures that breaches are investigated and reported to appropriate body/unit for appropriate action.
  • Promptly dispatches documents to intended parties; ensures that documents dispatched are properly monitored and controlled.
  • Prepares/issues Official Receipts for checks received in payment for specific Treasury placements; ensures that checks received are complete and are delivered to Clearing Department within set deadline.
  • Maintains and properly accounts the documents and accountable forms lodged in the vault; ensures usage/issuance is properly controlled and accounted for; ensures that stocks of accountable forms are kept within reasonable level.
  • Verifies Treasury float items appearing in the reconciliation statement for Nostro and Due From/To Branches accounts; endorses to the concerned department officer items that need immediate attention.
  • Reconciles entries in the statements of various nostro accounts with the summary of transactions generated from OPICS and determines transactions that are not or not correctly settled; advises the concerned officer of the department of any unsettled or incorrectly settled transactions for appropriate action.
  • Encodes settlement instructions of fixed income deals in the PDEX FI STP Facility, PDEX eDVP System, PDEX eCS system, RoSS-Telerate DVP system Clearstream and BNY Mellon settlement systems.
  • Checks completeness and compliance with regulatory requirements of documents submitted by clients for all fixed income transactions necessary to open the clients' securities account with the registry or designated third party custodians; reviews client folders to determine documents that need updating and coordinates the same with the concerned branch/relationship manager.
  • Maintains files of transaction media, confirmations and other documents concerning the Department; attends to files clean-up activities during end of the year or as the need arises
  • Confirms all foreign exchange transactions, structured products and derivatives transactions with confirmed with counterparties prior to settlement.
  • Encodes the SWIFT instructions to settle foreign exchange deals, Nostro fund transfers, structured products and derivatives deals that were not included in the straight-through processing.
  • Maintains client folders and ensures their completeness and compliance with regulatory requirements of documents submitted for all foreign exchange, structured products and derivatives transactions; reviews the client folders to determine the documents that need updating; coordinates the same with the concerned branch/relationship manager.
  • Verifies/investigates failed FX, structured products and derivatives deals and advises concerned units/officers for appropriate corrective action.
  • Performs other related functions that may be assigned from time to time.
