Safety Officer

1.0 Basic Purpose
1.1 Monitors workplace activities to ensure that personnel comply with company policies and government safety regulations.
1.2 Initiates policy development, safety inspections, safety training, safety and health bulletins / poster / announcement and compliance with the Occupational Safety & Health Administration.
1.3 Leads in Emergency Response Preparedness.
1.4 Communicates to the management of emergency situations, each occurrence of unsafe incident and near-miss.
1.5 Supervises the activity of pest control services including comprehensive treatments, installation of devices and record keeping.
1.6 Leads in the Safety and Health Committee and its program
2.0 Duties and Responsibilities Regular Duties
2.1. Developing and implementing safety policies to reduce accident-related
costs and prevent losses due to a decline in productivity.
2.2. Conducts workplace inspections to determine if any safety / health hazards
or potential hazards and other safety checklist.
2.3. Initiates method and procedures to identify hazards and risk factors that
have the potential to cause harm (hazard identification).
2.4. Analyzes and evaluates the risk associated with that hazard (risk analysis,
and risk evaluation).
2.5. Ensures the implementation of personal protective equipment (PPEs) in
accordance to company safety policies.
2.6. Conducts investigation on any occurrence of workplace accident and it's
causes.
2.7. Prepares an accident report detailing the cause and provides
recommendation to the management / concerned department to prevent
occurrence of the same accidents.
2.8. Complies on OSHA or other government agencies to provide training of
safety topics such as fire prevention plans, hazardous materials handling
and machine guarding.
2.9. Identifies and support in developing safety programs, training, practices,
rules, regulations, policies and orders.
2.10. Reviews standards of OSHA and implementing plans to meet the
regulatory requirements of the organization.
2.11. Observe record-keeping requirements and submission of reports in
prescribe period both for internal and external purposes such as but not
limited to record of injuries that resulted in lost work time and work-related
illness/injury.
2.12. Monitors and assesses hazardous and unsafe situations / behavior to
develop measures to assure personnel safety.
2.13. Correct unsafe acts or conditions through coordination to respective
department head, but may exercise emergency authority to prevent or stop
unsafe acts when immediate action is required.
2.14. Ensures the premises safety and health plan is prepared and
implemented.
2.15. Ensures communications to management and officers in each accident /
untoward incident action and plan.
2.16. Initiates to perform plant working environment measurement to evaluate
levels of workers' exposures from various physical and chemical hazards
emanating from workplace operations and recommending appropriate
control measures for the improvement of the working environment.
2.17. Provide continuous monitoring of illuminance and luminous emittance,
ambient noise levels and workers' noise exposures.
2.18. Tracks of emergency preparedness and response be updated and
compliance for site safety plan and detailed activity of implementation.
2.19. Terminate all imminently dangerous operations immediately.
2.20. Handles contractors' safety briefing to ensure awareness while inside
the company premises.
2.21. Prepares and monitors proper issuance of Work Permit to Contractors'
prior to start of the project.
2.22. Handles the regular and updated maintenance of Pest Control Locator Map
and records in coordination to accredited service provider .
2.23. Ensures the pest control program is implemented religiously.
2.24. Monitors and improve compliance with regulations on health and safety
including provision of medicines and standard personal protective
equipment to employees.
2.25. Conducts Fire Risk Factors Checklist and / or Fire Safety Program
including training, prevention program,) and fire protection device and
facilities inspection and test.
2.26. Provides feedback to immediate superior, in prescribe forms and detail,
as may be required to actively reflect the issues and activities of assigned
area.
2.27. Conducts meeting among employees.
2.28. Responsible to perform cross functional duties assigned by Division
Manager or Management Representative.
2.29. Responsible to conduct training of personnel in relation to Safety Program.
2.30. Responsible to coordinate with other Plant designated Safety Officer with
regards to Plant Safety Policies and Programs to benchmark on any
new/ updated regulatory.
