Job Summary
We are seeking a highly capable and experienced
Port Operations Coordinator
to manage our barge requirements and sea transport operations in the Philippines. The ideal candidate is a proactive liaison who understands the intricacies of Philippine port authorities, customs administration, and vessel clearance. You will act as the central link between our company, our clients, and third-party barge owners. In this role, you will not just process requirements but
oversee and coordinate
the entire sea transport operation. You will ensure that barge owners comply with Philippine maritime regulations, verify that all documentation is in order to ensure a seamless logistics chain.
Key Responsibilities
1. Central Coordination (Stakeholder Management)
- Act as the primary liaison between The Company, the Barge Owner/Operator, and the Client.
- Communicate client requirements clearly to barge owners and ensure the vessel nominations meet the cargo specifications.
- Resolve operational issues or disputes that arise between the barge crew, port authorities, and the client during loading/unloading.
1. Port Agency & Vessel Clearance
- Act as the primary point of contact for barge arrivals and departures.
- Process all necessary entrance and clearance formalities with the
Philippine Ports Authority (PPA)
,
Philippine Coast Guard (PCG)
, and
Bureau of Quarantine
. - Coordinate with
MARINA
(Maritime Industry Authority) for any vessel accreditation or special permit requirements. - Arrange pilotage, tug assistance, and berthing schedules.
2. Barge & Cargo Operations
- Monitor the daily status of barges and towing tugs to ensure timely movement.
- Supervise loading and unloading operations at the port or anchorage to ensure safety and efficiency.
- Coordinate with stevedores, trucking companies, and terminal operators.
- Report daily operational updates (SOF - Statement of Facts) to the principal office.
3. Customs Administration & Documentation
- Handle documentation with the
Bureau of Customs (BOC)
regarding cargo release and duties. - Prepare and process shipping documents including Manifests, Bills of Lading, Delivery Orders, and Stowage Plans.
- Ensure all cargo declarations comply with Philippine customs laws to avoid penalties or delays.
4. Logistics & Husbandry
- Assist the crew with husbandry requirements (provisions, fresh water supply, crew changes, and medical assistance if needed).
- Handle petty cash and disbursement accounts for port charges.
Qualifications & Requirements
Education:
- Bachelor's Degree in
Customs Administration
,
Marine Transportation
,
Port Management
,
Logistics
, or a related field. - (A license as a Customs Broker is a strong plus, but not required if the candidate has strong practical experience).
Experience:
- Minimum of
[2-4] years
of experience in Port Agency, Vessel Operations, or Freight Forwarding in the Philippines. - Specific experience handling Barges and Tugboats
is highly preferred. - Proven track record of dealing with PPA, PCG, and BOC personnel.
Skills & Knowledge:
- Deep knowledge of Philippine maritime laws, port regulations, and customs import/export procedures.
- Proficiency in MS Office (Excel, Word, Email).
- Strong command of
English
and
Tagalog
(Oral and Written). - Ability to work flexible hours (maritime operations often require work on weekends or holidays depending on vessel arrival).
- Strong problem-solving skills and the ability to work under pressure.
