Position Overview

The HR Officer will play a critical role in supporting the organization's human resources functions with a focus on timekeeping, payroll administration, and end-to-end recruitment. This position requires strong attention to detail, excellent organizational skills, and the ability to manage HR processes in a fast-paced construction environment with multiple project sites.

Key ResponsibilitiesTimekeeping & Payroll

  • Ensure accurate monitoring and validation of employee attendance, overtime, and leaves across all project sites.
  • Consolidate and prepare timekeeping reports for payroll processing.
  • Administer end-to-end payroll cycle, ensuring compliance with labor laws, government regulations, and company policies.
  • Address payroll-related inquiries and discrepancies in a timely and professional manner.
  • Coordinate with Finance and Accounting for payroll disbursement and reporting.

Recruitment & Selection

  • Handle full-cycle recruitment: job posting, sourcing, screening, interviewing, and onboarding of candidates for both office and project site positions.
  • Develop and maintain a pipeline of qualified candidates to meet manpower needs.
  • Partner with project managers and department heads to forecast staffing requirements.
  • Conduct background checks, reference verification, and ensure smooth onboarding processes.

General HR Support

  • Assist in employee relations, disciplinary actions, and resolution of workplace concerns.
  • Maintain and update employee records, ensuring confidentiality and compliance.
  • Provide support in HR programs such as training, performance management, and employee engagement initiatives.
  • Ensure compliance with DOLE (Department of Labor and Employment) regulations and other statutory requirements.

Qualifications

  • Bachelor's degree in Human Resources, Psychology, Business Administration, or a related field.
  • At least 3–5 years of HR experience, CONSTRUCTION INDUSTRY IS A PLUS.
  • Strong background in timekeeping and payroll administration.
  • Proven experience in high-volume recruitment and manpower deployment.
  • Familiarity with labor laws, government benefits, and statutory compliance.
  • Excellent communication, interpersonal, and organizational skills.
  • Ability to work under pressure and adapt to the dynamic construction environment.
  • Proficient in MS Office and HRIS systems.
  • Willing to work in Compressed schedule : Monday to Thursday 8am to 5pm and Friday 8am to 5pm
  • Salary budget: 20,000 to 27,000

Job Type: Full-time

Pay: Php20, Php27,000.00 per month
