Company Overview

Spinneys, a premium supermarket retailer from the UAE, is launching its flagship stores in the Philippines in an exciting new joint venture with Ayala. This partnership aims to redefine the premium grocery experience in key urban centres, beginning with four inaugural store locations. We are seeking a dedicated and highly motivated Construction Project Manager to spearhead the physical execution of this rollout.

The Role

The Construction Project Manager will serve as the
primary in-country project lead
for the build-out of new Spinneys stores across the Philippines. This is a high-impact role requiring an experienced individual who can ensure the seamless, on-time delivery of complex retail sites, starting with the first four flagship stores in 2026 and overseeing all subsequent expansion. The successful candidate will have a dual reporting line into the Spinneys Project Team in the UAE and the Local Entity based in Manila, in the Philippines.

Key Responsibilities

Project Delivery and Oversight

• End-to-End Delivery:
  Act as the responsible party in the Philippines, overseeing all aspects related to the successful, on-time delivery of all new Spinneys retail sites.
• Design Review:
  Critically assist with the coordination approval of all Mechanical, Electrical, Plumbing, Fire Safety (MEPFS), and Civil, Structural, Architectural (CSA) technical drawings to ensure designs fulfil operational intent, comply with local codes, and meet Spinneys' standards.
• Documentation & Compliance:
  Prepare, manage, and secure final sign-off on all official construction documentation, handover materials, and compliance records.
• Permitting:
  Oversee the entire process for obtaining necessary building permits and securing the final Occupancy Certificate via the contractor, ensuring full legal readiness for store launch within the given timeframe.

Contract and Stakeholder Management

• Resource Management:
  Direct and manage all local project resources, including Quantity Surveyors (QS), third-party contractors, local equip ment suppliers, and internal technical teams.
• Landlord Coordination:
  Serve as the main point of contact for the Landlord (Ayala), fostering strong relationships and proactively resolving all site-related issues and technical challenges.
• Scope Delineation:
  Clearly define and manage the contractual scope of work between the lessee (Spinneys/JV) and the lessor (Landlord) to prevent delays and cost overruns.
• Legal Collaboration:
  Collaborate with the legal department to draft and finalize critical documentation, including contracts, Notice to Proceed (NTP), and supporting agreements.

Procurement and Financial Control

• Procurement Lead:
  Lead the procurement process for all store fixtures, furniture, and operating equipment, ensuring quality specifications are met.
• Logistics Tracking:
  Implement systems for tracking the Estimated Time of Arrival (ETA) and ensuring timely delivery of all imported and local equipment.
• Financial Administration:
  Coordinate closely with the finance team to manage project budgets and ensure timely payment processing to all contractors, suppliers, and landlords.

Facilities & Equipment Maintenance Management

• Preventive Maintenance:
  Establish and administer a preventive maintenance schedule for all store equipment (e.g., refrigeration, HVAC, IT infrastructure) to ensure operational longevity and compliance.
• Technical Upkeep & Repairs:
  Oversee and manage all facilities repairs and technical upkeep activities post-handover, minimizing store downtime and disruption to operations.
• Warranty Management:
  Manage and track all equipment warranties and service contracts, ensuring timely activation, service adherence, and utilization.

Required Qualifications & Competencies

• Background:
  Must possess a suitable project management qualification. Experience in the management of premium Supermarket developments will be highly advantageous.
• Experience:
  Proven history of successfully managing end-to-end project delivery, reporting against strict timelines and budgets.
• Reporting:
  Experience working within an international reporting structure, communicating transparently with an overseas Project Team (Spinneys UAE).
• Skills:
  Demonstrated ability to be highly
  proactive, solution-oriented, and an effective problem-solver
  in a fast-paced environment.
• Location:
  Must be based in, or willing to relocate to Manila, Philippines.
