As a locally registered entity, CIM boasts of a dedicated team of over 100 staff and 200+ volunteers. The organization operates offices and programs that support more than 25,000 young people across different communities in Quezon City, Caloocan, Manila, and Calumpit, Bulacan.
THE CAREER OPPORTUNITY (MORE ABOUT THE ROLE)
Children International Inc. Manila is launching the Child Path Pilot Project, which will be executed over a 12-month period from January 1, 2025, to December 31, 2025. The aim of the project is to test, evaluate, and recommend an operating model, including workforce/staff needs and ideal field implementation strategies, to accomplish the goals aligned with the global strategic direction known as the "Child Path Model."
The Workforce Officer – Child Path Pilot (CPP) Project (Workforce Officer – CPP Project), is project-based role, created to support the Pilot Project for the next 1 year. The position will be employed by CIM, report to Workforce Leader – Child Path Project and support them in implementation of a people practices aligned to the workforce strategy, fostering a high-performance culture aligned with CI's values.
The role advocates for accountability, collaboration, and operational efficiency, ensuring adherence to policies, including child safeguarding. Responsibilities include problem-solving, nurturing stakeholder relationships, building partnerships, and promoting continuous improvement. This position is critical to the Child Path pilot's success, impacting thousands of children and youth, and while challenging, it promises valuable transformations for children, youth, and staff.

RESPONSIBILITIES OF THIS ROLE
- Supports the Workforce Leader – CPP Project to implement innovative Talent Growth/people practices, aligned with CI values, such as recruitment, onboarding, employee life cycle management, performance and potential management, payroll, and staff engagement, welfare and development, supporting the cost-effective execution of the Child Path Model Pilot within the agency.
- Execute timely and effective recruitment interventions, including advertising and sourcing through diverse channels, screening, shortlisting and scheduling interviews Issuing offer letters and contracts, intimating both unsuccessful/successful candidate.
- Support coordination and roll out of an effective on-boarding process to enable effective assimilation of all newly hired facilitators as well as other capacity building interventions or trainings. Maintain necessary training and feedback records as needed.
- Coordinate with and respond to inquiries from internal CI staff and facilitators related to contracts, fee payments, onboarding/training schedules etc.
- Prepare and maintain facilitator database. Prepare and send out centralized HR Documents in an accurate and timely manner, including offer letters, contracts, exit documentation, experience certificates, etc.
- Ensure accurate data entry, regular review and up-dation of facilitator personnel information files and any other documentation including on any existing technology platform (HRIS).
- Maintain and ensure timely submission of TG dashboards and reports when requested.
- Tracks and maintains facilitator attendance records and ensures timely payroll administration in collaboration with the accounting team, adhering to statutory regulations.
- Support Workforce leader in maintain and managing documents for legal accreditations, audits as well as any other statutory compliance reports from time to time.

- Enables seamless information flow, breaks down silos, and stimulates effective collaboration across stakeholders within the global organization, agency as well as the community, maximizing collective impact for our children, youth, and families.
- Partners with TG teams across other Agencies to share best practices, learnings.
- Participate regularly in key stakeholder activities carried out in the community areas and elsewhere to observe, build alliances, engage, and solicit feedback with diverse stakeholders both internal (staff, and volunteers) as well external partners like government institutions, other NGOs etc.
EDUCATION, EXPERIENCE AND KEY SKILLS:
- A working knowledge of HR/labour related statutory compliances, policies, and procedures. relevant bachelor's degree, preferred,
- Minimum 2 years of experience in a managing and executing people practices such as recruitment, development, employee life cycle management, payroll management, training and development, performance management.
- Possess excellent interpersonal skills with the proven ability to deal tactfully, manage conflict and build effective relationships with people across levels, both internally and externally.
- Experience in data tracking, review, and record management with proven ability to analyze complex information, identify trends, problem solve and suggest improvements.
- Time management and planning skills with the ability to handle multiple deadlines and priorities smoothly.
- Proficient computer skills specifically MS Office as well as familiarity with inter/intranet, Google Drive, etc, as well as other HRIS software's
- Learning mentality characterized by listening, humility, and openness/courage to change.
- Fluent in English with strong verbal, written, presentation, and reporting skills. Knowledge of local languages is a plus.
- Self-motivated and proactive with a high level of compassion, empathy, integrity and passion to work on complex social causes, especially the cause of children and youth.
