Job Summary:

The Project Development Officer IV is responsible to support policy and/or business process and manuals development and implementation of the program focusing in the area of Community Infrastructure and spatial analysis. Together with the other members of the Policy Development Team, the Project Development Officer IV is tasked to organize the standards for new program or project operations.

He/She also conducts planning, research, and geospatial analysis, including GIS-based mapping and spatial planning, to provide strategic recommendations for enhancing the policies for community infrastructure projects.

Statement of Duties and Responsibilities:

  • Lead the development, enhancement, or updating of the following:
  • KALAHI Subproject Implementation sub-manuals, guidelines, and business processes, such as frameworks, technical standards, reporting mechanisms, templates, and other reference materials that integrate advanced engineering practices and technologies applicable to small-scale or community-managed infrastructure, climate-resilient and gray-green engineering technologies, and spatial planning considerations.
  • Contents of proposals for new programs or projects to be proposed and implemented under the KALAHI-CIDSS
  • Coordinate and facilitate consultations with internal and external stakeholders regarding program-specific policy concerns particularly related to community infrastructure and/or spatial planning;
  • Provide technical assistance to the regional implementers to address issues and concerns around the application or rollout of standard policies and procedures related to community infrastructure and/or spatial planning.
  • Conduct field monitoring visits and/or assist in the conduct of implementation support missions, periodic studies, and assessments on how policy standards on community infrastructure and spatial planning tools are applied in Program operations;
  • Prepare technical reports, policy briefs, concept notes, and other relevant documents on Community Infrastructure issues, detailing actions taken and providing recommendations to enhance effectiveness, efficiency, and overall project management.
  • Act as Resource Person or learning management team member to assist in the conduct, coordinate, and/or manage meetings, workshops, research, consultations, networking, and other activities necessary to fulfill the job outputs described above;
  • Report to the office beyond the approved work arrangements that may be instructed by the supervisors and deemed necessary in the exercise of duties and responsibilities.
  • Perform other duties that may be assigned by the Supervisor/Manager.

Job Outputs:

  • Updated KALAHI Subproject Implementation manuals and guidelines, including frameworks, technical standards, reporting mechanisms, templates, and reference materials that integrate advanced engineering practices, climate-resilient and gray-green technologies, and spatial planning considerations.
  • Completed proposals for new programs or projects, with clearly defined objectives, design and engineering elements, community infrastructure components, implementation strategies, budgets, monitoring and evaluation plans, and expected outcomes.
  • Stakeholder consultation reports, summarizing discussions with internal and external partners on program-specific policy concerns related to community infrastructure and spatial planning.
  • Technical assistance reports or advisories provided to regional implementers to address issues in the application or rollout of standard policies and procedures for community infrastructure and spatial planning.
  • Technical documentation, such as policy briefs, concept notes, GIS maps, and other relevant reports, detailing Community Infrastructure policy issues, actions taken, and recommendations to enhance project effectiveness, efficiency, and management.
  • Capacity-building and knowledge management outputs, including activity proposals and documentation of workshops, meetings, consultations activities as a resource person or member of the learning management team.
