Job Purpose
The HR Payroll, Compensation & Employee Relations Officer ensures accurate, timely, and compliant payroll administration, both manual and system-based, while handling compensation, employee relations, and manpower agency billing. The role safeguards compliance with labor laws, ensures fair pay practices, and maintains positive and professional employee relations across the organization.
Key Responsibilities
Payroll & Compensation Administration
- Prepare and process manual payroll computations including basic pay, overtime, incentives, allowances, and deductions.
- Handle bi-monthly payroll processing, ensuring accuracy in timekeeping and validation of attendance reports.
- Compute 13th month pay, final pay, and pro-rated salaries in accordance with PD 851 and TRAIN Law.

- Maintain updated employee payroll files, payslips, and supporting documentation.
- Coordinate with Finance for payroll disbursement and account reconciliation.
Agency Billing & Validation
- Validate manpower agency billings against approved timesheets and contracts.
- Ensure accuracy in rates, headcount, and attendance before processing payment.
- Maintain billing records and coordinate with agencies to resolve discrepancies.
Statutory Compliance
- Prepare, compute, and remit SSS, PhilHealth, Pag-IBIG, and BIR contributions and reports.
- File monthly and annual statutory requirements (1601-C, 2316, Alphalist).
- Ensure full compliance with labor, tax, and benefits regulations.
- Support DOLE audits and maintain readiness for inspection or compliance reviews.
Employee & Labor Relations
- Assist in managing employee concerns, disciplinary actions, and case documentation.
- Draft and issue NTEs, suspension, or termination memos ensuring due process.
- Support grievance handling and policy enforcement in coordination with HR management.
- Promote a respectful, compliant, and positive work environment.
HR Analytics & Process Improvement
- Prepare regular HR and payroll reports (salary summary, headcount, cost analysis).
- Recommend process improvements for payroll accuracy, compliance, and efficiency.
- Support the enhancement of HRIS integration and payroll automation projects.
Key Qualifications
- Bachelor's degree in Human Resources, Accountancy, Psychology, or Business Administration.
- Minimum 3–5 years of experience in payroll, tax computation, and employee relations.
- Strong background in manual payroll processing and 13th month computation.
- Experience in agency billing validation and coordination with third-party manpower providers.
- Knowledge of Philippine labor laws, statutory reporting, and BIR regulations.
- Advanced proficiency in MS Excel (VLOOKUP, Pivot Tables, Payroll Templates).
- Experience with HRIS systems (e.g., Sprout) is an advantage.
- High integrity, confidentiality, and strong analytical and communication skills.
