JOB QUALIFICATIONS:

· Bachelor's degree relevant to the job.

· One (1) year of relevant experience.

· Software Development:

  1. Proficient in any of the following programming language: C#, Python, and PHP Frameworks (Laravel or CodeIgniter).
  2. Proficient in Microsoft Power Platform applications such as MS PowerApps, MS Power Automate, MS Power BI, MS Power Pages.
  3. Experience in managing WordPress websites and landing pages.

· Network and System Administration:

  • Experience in managing network administration using Cisco devices, Fortinet Firewall and Microsoft Active Director (MS Entra ID).
  • Experience in server scripting and server performance monitoring.
  • Experience in implementing server and application security good practices.

· Government Procurement:

  1. Experience in public procurement activities such as serving as technical working group member, conducting market study, and drafting of ICT Terms of Reference (TOR) for ICT projects.

· Cybersecurity Policy and Compliance. Experience in information security policy development, cybersecurity operations, and data privacy compliance.

JOB DUTIES AND RESPONSIBILITIES:

· Supervise the implementation of internally managed ICT Projects.

· Conceptualize, propose, and implement digitalization initiatives for internal and external business processes.

· Prepares the unit wide PPMP, Cash program, and ICT Project proposals including project monitoring and report submissions.

· Supervise the development and maintenance of existing information systems and databases.

· Lead the maintenance of Knowledge Management System.

· Perform Administration of MS Office 365 Enterprise, SharePoint Applications, MS Lists, and MS Teams, and Govmail Account Administration.

· Perform backup and system maintenance of cloud repositories of internally managed information systems using AWS, Digital Ocean and Hostinger Cloud Servers.

· Oversee the agency network in compliance with agency ISSP.

· Supervise the maintenance and administration of agency information systems.

· Supervise the maintenance and administration of agency workstations and software licenses.

· Ensure network connectivity.

· Perform backups and disaster recovery measures.

· Act as process owner of ICT related ISO Process (Design and Development of information system, Preventive and Corrective Maintenance of ICT Equipment).

· Implement processes according to Procedures Manual and Works Instructions.

· Prepare and update necessary procedures and the ICT Risk Registry as needed.

· Perform network security monitoring and incident detection, maintenance and management of agency firewall and network encryption, and vulnerability management in the agency information systems.

· Ensure information security compliance in accordance with DOST Information Security Policy and DICT National Cybersecurity Plan.

· Perform other functions that may be assigned from time to time.
