Job Summary:

The Payroll and Billing Assistant Manager supports the end-to-end management of payroll and client billing operations of the company. This role supervises a team, ensures compliance with labor laws and client contracts, and helps drive process efficiency. The Assistant Manager plays a key role in ensuring accurate payroll for deployed employees and timely billing to clients, contributing to both employee satisfaction and business cash flow.

Key Responsibilities: Payroll Management:

  • Supervise the payroll team in processing accurate and timely payroll for all deployed employees.
  • Review and approve payroll computations, including wages, overtime, deductions, and government-mandated contributions.
  • Ensure compliance with labor laws, tax regulations, and company policies.
  • Coordinate with HR on onboarding, contract updates, terminations, and employee status changes.
  • Manage payroll-related queries and resolve escalated issues promptly.
  • Monitor and ensure timely submission and remittance of statutory contributions and taxes (e.g., SSS, PhilHealth, Pag-IBIG, BIR in PH context).

Billing Operations:

  • Oversee the preparation and issuance of client invoices based on verified timesheets and contract terms.
  • Ensure accuracy of billing, including rates, taxes, adjustments, and any additional charges.
  • Coordinate with operations teams to confirm manpower deployment and validate billable hours.
  • Track account receivables and coordinate with the collections team to follow up on overdue accounts.
  • Conduct regular reconciliation of billing data with payroll records.

Process Oversight & Compliance:

  • Maintain and improve payroll and billing systems, procedures, and controls.
  • Assist in audits (internal and external) by providing necessary reports and documentation.
  • Ensure proper documentation and secure filing of payroll and billing records.
  • Stay updated with changes in labor laws, tax codes, and client contractual obligations.

Team Management and Reporting:

  • Supervise and mentor payroll and billing staff; assist in training and performance evaluations.
  • Prepare periodic reports for senior management on payroll costs, billing performance, and outstanding receivables.
  • Assist the Manager in budgeting and forecasting payroll-related expenses.
  • Support in strategic planning and system upgrades related to payroll and billing.

Qualifications:

  • Bachelor's degree in accounting, Finance, Business Administration, or a related field.
  • At least 4–6 years of experience in payroll and billing functions, with 1–2 years in a supervisory or assistant managerial role.
  • Strong knowledge of labor laws, payroll processes, and billing standards.
  • Proficient in payroll and accounting software (e.g., Netsuite, QuickBooks, Oracle, or industry-specific systems).
  • Excellent analytical, organizational, and problem-solving skills.
  • High attention to detail and accuracy.
  • Strong interpersonal and communication skills.

Preferred Attributes:

  • Experience in the manpower, staffing, or outsourcing industry.
  • Familiarity with government compliance and remittance processes.
  • Ability to work under pressure and meet tight deadlines.

Job Type: Full-time

Pay: Php50, Php55,000.00 per month
