Job Qualifications:

  • Education: Bachelor's Degree Graduate (4-yr course)
  • With or without experience in real estate permitting, land conversion, and regulatory compliance.
  • Willing to learn to deal with DAR, DENR, DHSUD, LGUs, and other regulatory agencies.
  • Excellent documentation, negotiation, and organizational skills.
  • Ability to manage multiple permits and deadlines efficiently.
  • With valid driver's license: can drive 4-wheel vehicles (automatic and manual)

Scope of Responsibilities:

The Liaison Officer ensures that all necessary permits, licenses, and regulatory approvals are secured for land acquisition, development, and sales, from raw land conversion to obtaining a License to Sell.

  1. Land Conversion & Reclassification Permits

  2. Department of Agrarian Reform (DAR) – Land Use Conversion Certificate (LUCC) for agricultural to residential reclassification.

  3. Department of Environment and Natural Resources (DENR) – Environmental Compliance Certificate (ECC) and tree-cutting permits (if applicable).
  4. Department of Agriculture (DA) – Certification that land is non-agricultural.

  5. Local Government Permits

  6. Zoning & Locational Clearance – Confirms compliance with local zoning laws.

  7. Development Permit – LGU approval for subdivision development.
  8. Barangay Clearance – Initial local approval.

  9. National Permits for Development & Sales

  10. DHSUD (formerly HLURB) –

  11. Preliminary Approval & Locational Clearance (PALC)
  12. Development Permit
  13. Certificate of Registration (COR)
  14. License to Sell (LTS) – Required before marketing and selling homes.

  15. Environmental & Infrastructure Permits

  16. DENR-EMB – Wastewater discharge & solid waste management compliance.

  17. Local Engineering Office – Building, electrical, and water permits.
  18. Bureau of Fire Protection (BFP) – Fire Safety Inspection Certificate.

  19. Project Completion & Occupancy

  20. Certificate of Completion – Verifies compliance with approved plans.

  21. Certificate of Occupancy – Required before homebuyers can move in.

Key Responsibilities:

  1. Permit Processing & Compliance – Prepare and track all required documents to ensure timely approvals.

  2. Government Liaison – Coordinate with DAR, DENR, DHSUD, LGUs, and other agencies.

  3. Project Monitoring – Ensure regulatory compliance and report progress to management.

  4. Legal & Regulatory Updates – Keep management informed on new policies affecting real estate development.
