Quantity Surveying, Project Costing and Cost Planning

  • Prepare and manage project cost estimates and budgets to ensure accurate financial planning throughout the project lifecycle.
  • Assist in the preparation of cost estimate and BOQ leading to establishment of accurate and reliable cost database.
  • Monitor and control cost by identifying cost savings opportunities and cost optimization strategies
  • Coordinate and collaborate with the Design and Engineering and Project Development department on analyzing and assessing the specs & drawings.
  • Conduct feasibility studies on value engineering and perform value analysis to assess their function and associated cost.

Cost Analysis, Variance Analysis, Cost Performance Analysis

  • Gather, analyze, and verify cost data for construction projects, including materials, labor, subcontractors, equipment, and overhead.
  • Develop cost estimates and cash flow projections to support project feasibility studies and development planning.
  • Track project expenses against approved budgets, highlight variances, and determine their root causes (e.g., design revisions, material cost changes, labor efficiency issues).
  • Compute and present key performance indicators such as Cost Performance Index (CPI), Schedule Performance Index (SPI), Cost at Completion (CAC), and Estimate to Complete (ETC).

Assessment of Proposal, Bids, Quotations and Awards

  • Review and analyze technical and financial proposals, bids, and quotations from suppliers, contractors, and consultants.
  • Ensure compliance with tender documents, specifications, drawings, and scope of work.
  • Perform cost breakdowns and benchmarking to assess reasonableness of submitted bids. Identify potential risks (e.g., scope gaps, underpricing, hidden costs) and provide recommendations.
  • Present findings and recommendations to project managers and/or project team. Ensure awards follow company policies, project budgets, and master schedule.

Budget Monitoring and Cost Management

  • Review and check the procurement schedule and master schedule of the project
  • Assist in facilitation of bidding process by closely coordinating with project development. Sending RFQ and invitation to Bid to the qualified vendors
  • Arrange and schedule meetings to all internal and external stakeholders;
  • Invitation to Bid, Opening of Bid, Clarificatory meeting and negotiations of proposals.

Qualifications:

  • Bachelor's degree in engineering (Civil, Electrical, Mechanical)
  • Should be a licensed Engineer
  • 5-7 years of experience in Procurement, Quantity Surveying or Cost Control Management
  • Cost Estimates, Negotiation, Value Engineering, Bill of Quantities, Cost control and management, technical and financial capabilities.
  • Ability to assess CSA-MEFPS plans and to be able to create quantity take-offs.
  • Attention to details of bid documents and plans.
