Job Summary:

  • To manage and develop staff.
  • To report to designated senior officer and bank committees on IT progress, budgetary implications and developments, and IT planning and strategy
  • To manage external service providers and negotiate contract / agreements
  • Develop and monitor annual budget of the Division within agreed parameters

Responsibilities:

  1. Develops, seeks approval and implements the annual programme of actions for technology resource management initiatives in RCBC and its subsidiaries
  2. In the absence of IT Group Head, represents IT at senior management level meetings; gives presentations, provides explanations and data / reports, as required.
  3. Oversees the overall operations of the division to ensure that all user information requirements are met and that all major functions of the department are performed accordingly
  4. Acts as Technology Committee Secretariat.
  5. Reviews any Bank wide computer hardware and software purchase or upgrade recommendation, not limited to cost and vendor support; Ensures purchase are within the defined approving authorities and that a full evaluation was conducted, when required.
  6. Provides coaching and support to the Department Heads in areas such as conflict resolution, problem solving, design work processes and procedures and transfer of technical, administrative and managerial tasks as required.
  7. Promotes effective communications and good working relations within the Group, with user departments, and with other support services.
  8. Discusses audit findings with IT auditors. Enjoins the Department Heads to adequately and reasonably address and rectify all audit exceptions and work for above acceptable audit rating.
  9. Manages the Budget and Planning Office of the Group. Review internal controls and implement new procedures if necessary to safeguard company assets and to ensure all business transactions are being recorded in proper manner
  10. Participate in strategic planning for development of the annual budget and long-term business plans
  11. Supervises the IT and HR Office - Ensures enforcement of Bank wide and internal policies and application of sanctions, whenever required. Ensures job descriptions or roles summaries are in place and updated. Ensures that Bank' policies, procedures, regulations, and MLPP compliance laws and regulations, are known, understood and complied by all incumbents and any contractors and service providers
  12. Supervises the IT, Contract Management Office -

  13. Ensures all IT contracts are reviewed, approved and compliant to the Bank's regulatory requirements

  14. Ensures all IT contracts are monitored which includes but not limited to meeting service level commitments and timely submission of regulatory reports
  15. Negotiates with external suppliers to agree appropriate and cost-effective services in support to Bank's activities. Ensures maximum value-for-money from these contractual services, through both price and service level standards / agreements. Ensures that concerned IT staff is well-informed about service level agreements and that such agreements are fully utilized / enforced

Qualifications:

  • With knowledge on information planning, systems operations, network communications, IT security risk and control processes, IT tools and methodology, and banking operations
  • At least 9-10 years experience in the areas of information planning, systems operations, network communication, IT security risk and control processes work with relevant exposure to banking operations.
  • Excellent oral and written communication skills. People and project management experience.
