Manila, National Capital Region, Philippines New Era Electric Inc Full time $90,000 - $120,000 per year
Purpose of the Position

To lead the estimation, planning, coordination, and technical supervision of civil engineering works associated with infrastructure projects for public lighting and utility systems. These works may include pole foundations, excavation, trenching, concrete placement, site restoration, and associated roadway works. The engineer must ensure technical quality, cost control, and compliance with regulations and timelines in a remote and collaborative environment.

Expected Performance Profile

Due to the remote nature of this position, the engineer must demonstrate a high degree of autonomy, proactivity, and technical ownership. This role demands not only execution but also initiative in identifying and managing project needs.

The engineer is expected to:

  • Assume full responsibility for assigned projects, proactively identifying technical requirements, documentation needs, and coordination points.
  • Produce key documentation (cost estimates, scopes of work, review logs, memos, etc.) without waiting for step-by-step instructions.
  • Investigate applicable technical standards (FDOT, ACI, ASTM, local building codes) and thoroughly understand project drawings and specifications.
  • Contribute actively in remote project environments, maintaining accurate records, ensuring traceability, and driving tasks forward with minimal supervision.

This position requires a self-driven professional with strong analytical, planning, and communication skills, capable of supporting the delivery of complex infrastructure projects.

Key Responsibilities

  1. Technical Estimation & Documentation

  2. Prepare accurate cost estimates for civil components: excavation, formwork, concrete, grading, and pole installations.

  3. Generate quantity takeoffs from civil and electrical plans.
  4. Produce scopes of work, cost breakdowns, and technical notes for internal use and bidding processes.

  5. Project Planning & Execution

  6. Lead the planning of civil tasks within broader project schedules.

  7. Coordinate permitting processes, inspections, and field logistics.
  8. Monitor budgets and timelines, and ensure compliance with applicable construction codes and standards (e.g., FDOT, AASHTO, ASTM, ACI).

  9. Integration with Electrical Scope

  10. Collaborate with electrical engineers to ensure civil readiness for installations (e.g., foundations for light poles, trenching for conduit).

  11. Review cross-disciplinary drawings for compatibility and coordination.

  12. Performance Monitoring & Reporting

  13. Define and report on KPIs such as:

  14. Estimate accuracy

  15. Budget and schedule variance
  16. Completion of critical civil milestones
  17. Inspection and permitting cycle time

Document progress and feed data into company reporting platforms.

  1. Cross-Functional Collaboration

  2. Work with procurement and finance to review civil subcontractor quotes and recommend awards.

  3. Coordinate with safety, environmental, and permitting teams as needed.

  4. Continuous Improvement

  5. Propose improvements to estimation tools, checklists, and SOPs.

  6. Provide feedback for platform and workflow enhancements based on field and estimation experience.

  7. Other Duties

  8. Carry out other tasks aligned with the company's objectives and project priorities.
