The Commissioning Manager is responsible for planning, coordinating, and overseeing the commissioning activities of all project systems—including solar PV arrays, battery energy storage systems (BESS), substations, SCADA, and grid interconnection infrastructure. This role ensures that all systems are tested, verified, and operational in accordance with design specifications, safety standards, regulatory requirements, and grid compliance protocols. The Commissioning Manager leads multidisciplinary teams, coordinates with EPC contractors, OEMs, and regulatory agencies (e.g., NGCP), and ensures successful handover of systems to operations.

Specific Duties & Responsibilities

  • Lead the development and implementation of the commissioning strategy, plans, schedules, and procedures for all project components.
  • Coordinate with engineering, construction, QA/QC, SCADA, and grid interconnection teams to ensure readiness for pre-commissioning and commissioning phases.
  • Manage and supervise testing and commissioning activities for PV modules, inverters, transformers, switchgear, protection relays, SCADA, BESS, and substations.
  • Oversee and verify Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and grid compliance tests in coordination with NGCP and EPC teams.
  • Ensure that all commissioning documentation (method statements, checklists, protocols, test reports) are complete, accurate, and properly filed.
  • Resolve technical and scheduling issues related to commissioning, and escalate critical risks or delays as needed.
  • Ensure implementation of safety procedures during commissioning activities, including LOTO (Lock Out Tag Out), energization notices, and risk assessments.
  • Coordinate handover processes from construction to operations, including punch list closure, final inspections, and sign-offs.
  • Facilitate training and knowledge transfer to O&M teams prior to system turnover.
  • Provide regular progress reports, status updates, and final commissioning summaries to project leadership.

Job Requirements

  • Bachelor's Degree in Electrical, Mechanical, or Electronics Engineering; PRC license required.
  • At least 8–10 years of experience in testing and commissioning of large-scale power generation or transmission systems; experience in solar PV and BESS projects is preferred.
  • In-depth knowledge of commissioning standards, testing protocols, and grid interconnection requirements in the Philippines (e.g., NGCP, ERC, PEC).
  • Experience leading multidisciplinary commissioning teams and working with EPCs, OEMs, and utility partners.
  • Strong leadership, planning, and troubleshooting skills in high-pressure, schedule-driven environments.
  • Familiarity with SCADA systems, protection relays, and automation protocols is a strong advantage.
  • Willing to be based on-site and lead field activities through energization and turnover.
