Safety Officer

The National Safety Officer for Feedmill Operations is responsible for overseeing and implementing health, safety, and environmental standards across all feedmill facilities. This includes developing site-specific safety policies and procedures, conducting audits and inspections, leading emergency response teams, ensuring environmental compliance, and fostering a safety-first culture. The role is suited for a licensed Mechanical or Electrical Engineer or any related Engineering course with full safety training certifications and experience in industrial safety systems.

Key Responsibilities

A. Feedmill-Specific Safety Management

Conduct hazard assessments and risk controls specific to feedmill operations such as dust explosions, confined spaces, boiler safety, mechanical hazards (grinders, mixers, pellet mills), high noise levels, and bulk raw material handling.

Ensure proper implementation of machine guarding, lock-out/tag-out (LOTO), and safe electrical practices.

Monitor safety of storage facilities for flammable materials, such as refined coconut,palm oil,Diesel and ensure compliance with relevant fire codes.

B. HSE Policy and SOP Development

Develop, implement, and regularly update HSE policies, SOPs, and emergency response plans for feedmill operations.

Customize SOPs to cover operational areas such as raw material receiving, batching, mixing, grinding, pelleting, bagging, warehousing, and boiler operations.

C. Compliance Monitoring and Regulatory Liaison

Ensure full compliance with DOLE, DENR, DA-BAI, LGU, and related agencies for feedmill operations.

Conduct regular internal audits and support external audit preparations (e.g., ISO 45001, ISO 22000, HACCP).

D. Emergency Preparedness and Incident Management

Lead the implementation and training of the Crisis Management Team (CMT), Incident Management Team (IMT), Business Recovery Team (BRT), and Emergency Response Team (ERT) at feedmill sites.

Conduct emergency drills (e.g., fire, chemical spill, entrapment in machinery) and update ERP based on lessons learned.

Investigate accidents, near-misses, and unsafe acts/conditions using structured tools (e.g., 5 Whys, Fishbone).

E. Training and Workforce Safety Culture

Conduct onboarding safety orientation for new feedmill employees and third-party contractors.

Organize weekly toolbox meetings, behavior-based safety walkthroughs, and refreshers for topics such as PPE use, forklift safety, and confined space entry.

Develop training modules on safe handling of macro/micro ingredients and proper use of production equipment.

F. Environmental Compliance and Sustainability

Monitor compliance with environmental regulations (e.g., wastewater, dust emissions, noise levels).

Implement dust control systems, proper bag waste segregation, and spill management protocols.

Track fuel usage for boilers, support efficiency improvements, and maintain compliance with air quality permits.

G. Contractor Safety and Permit Systems

Oversee safety vetting and orientation for maintenance and construction contractors at feedmill sites.

Implement and monitor permit-to-work systems for hot work, confined spaces, electrical isolation, and working at heights.

Minimum Qualifications

Bachelor's Degree in Mechanical or Electrical Engineering or equivalent

Licensed Engineer (preferred)

Certified Safety Officer (SO2 or SO3)

Completed required safety trainings: BOSH / COSH, LCM / SPA (preferred), Environmental Compliance Training

At least 5 years of experience in HSE, with 3 years in feedmill, manufacturing, or plant operations

Strong background in policy documentation, root cause analysis, and leading emergency teams
