The Department of Social Welfare and Development (DSWD) leads in the formulation and implementation of social welfare policies aimed at uplifting the lives of the poor, vulnerable, and disadvantaged sectors. We collaborate with local government units, NGOs, and civil society organizations to ensure effective delivery of social protection and development services across the nation.


Role Overview

We are seeking a Business Analyst / Product Owner to join our IT and digital transformation team. In this role, you will bridge the gap between technical teams, business units, and end users to design, improve, and manage digital solutions that support DSWD's mission. You will play a central role in defining requirements, prioritizing features, and ensuring that our systems deliver real value to stakeholders and beneficiaries.


Key Responsibilities
  • Collaborate with managers, developers, QA Team and end users to gather, analyze, and document business requirements
  • Translate functional needs into detailed user stories, process flows, and acceptance criteria
  • Create and refine wireframes and mockups to visualize system features, workflows, and user experiences
  • Manage and prioritize product backlogs to ensure alignment with organizational goals and project timelines
  • Work closely with development teams during sprint planning, review, and retrospectives to ensure product goals are met
  • Conduct user research, system assessments, and data analysis to identify opportunities for improvement
  • Facilitate workshops and consultations with stakeholders to validate requirements and solutions
  • Define key performance indicators (KPIs) to measure system effectiveness and impact
  • Support the design and rollout of digital tools that enhance service delivery and operational efficiency
  • Ensure all products and enhancements align with DSWD's data security, accessibility, and compliance standards
  • Prepare reports, presentations, and documentation to support decision-making and project transparency

Qualifications
  • Proven experience as a Business Analyst, Product Owner, or in a similar role within IT or digital transformation projects
  • Strong understanding of software development life cycles (SDLC) and Agile methodologies
  • Ability to translate complex technical concepts into clear, actionable requirements
  • Excellent analytical, problem-solving, and critical thinking skills
  • Strong stakeholder management and communication skills, with experience facilitating discussions between technical and non-technical teams
  • Familiarity with tools such as Jira, Trello, or similar for backlog and sprint management
  • Knowledge of data management, API integrations, or system workflows is an advantage
  • Bachelor's degree in Information Technology, Computer Science, or a related field
