Job Summary:

Responsible for overseeing and coordinating the purchasing activities of the company to ensure timely, cost-effective, and quality procurement of goods and services. This role ensures compliance with company policies, supplier contracts, and government procurement regulations in the Philippines.

Duties and Responsibilities:

1. Procurement Operations

  • Supervise and monitor the end-to-end procurement process — from sourcing, bidding, and vendor selection to purchase order issuance and delivery.
  • Review and approve purchase requests and purchase orders in accordance with company policies.
  • Ensure timely delivery of materials, supplies, and services needed by various departments.
  • Maintain optimal inventory levels in coordination with warehouse and logistics teams.

2. Supplier Management

  • Source, evaluate, and negotiate with local and international suppliers to achieve cost savings and quality improvements.
  • Develop and maintain supplier databases and performance records.
  • Conduct supplier accreditation and regular performance evaluations.
  • Establish long-term supplier relationships and partnerships.

3. Compliance and Documentation

  • Ensure compliance with the company's procurement policies, ethical standards, and government regulations (e.g., BIR, DTI, and importation requirements).
  • Maintain accurate documentation of procurement transactions for audit and reporting purposes.
  • Coordinate with Finance for invoice verification and timely payment processing.

4. Cost Control and Budget Management

  • Monitor procurement budgets and ensure cost-effective purchasing decisions.
  • Analyze market trends and pricing to support budgeting and forecasting.
  • Recommend strategies for cost reduction and process improvement.

5. Team Supervision and Development

  • Supervise and mentor procurement officers or buyers.
  • Assign and monitor daily tasks to ensure efficient workflow.
  • Conduct training and performance evaluations of team members.

6. Coordination and Reporting

  • Collaborate with departments such as Operations, Finance, Engineering, and Admin for procurement planning.
  • Prepare and present procurement reports, KPIs, and cost analyses to management.

Qualifications:

  • Education: Bachelor's Degree in Supply Chain Management, Business Administration, Industrial Engineering, or related field.
  • Experience: At least 3–5 years of experience in procurement or purchasing, with 1–2 years in a supervisory role.
  • Strong negotiation and vendor management skills
  • Knowledge of local and international procurement laws and processes
  • Proficiency in ERP or procurement systems (e.g., SAP, Oracle, or similar)
  • Excellent communication, leadership, and analytical skills
