Transport Technology Lead

JOB DESCRIPTION

Role Overview

The Transport Implementation Engineer / Transport Technology Lead is responsible for planning, supervising, and executing all transport network activities for a telecom project involving Outside Plant (OSP), fiber optic networks, microwave transmission systems, and VSAT connectivity. The role ensures that all transport elements are implemented according to engineering standards, project timelines, safety practices, and technical requirements.

This position also provides technical leadership, oversees subcontractor performance, supports network integration / commissioning, and ensures successful project delivery and handover.

KEY RESPONSIBILITIES

1. Project Implementation & Supervision

2. Lead and supervise field teams and subcontractors for OSP works, fiber rollouts, microwave installation, and VSAT deployment.

3. Ensure accurate execution of trenching, ducting, aerial fiber installation, fiber cable pulling, splicing, and testing.
4. Oversee microwave network installation, alignment, configuration, and link acceptance.

5. Supervise VSAT terminal installation, antenna pointing, and commissioning activities.

6. Technical Leadership & Engineering Support

7. Validate transport designs, fiber routes, link budget calculations, LOS reports, and Bill of Quantities.

8. Provide technical guidance on design improvements, implementation methodologies, and transport network best practices.
9. Perform and review all testing requirements:
10. OTDR, OPM/OLS, fusion splicing quality checks
11. Microwave RSL/RSSI/alignment, BER testing
12. VSAT link verification and NMS integration

13. Troubleshoot technical issues and provide corrective action recommendations.

14. Documentation, Reporting & Coordination

15. Prepare implementation plans, method statements, progress reports, and risk assessments.

16. Coordinate with planning, NOC/operations, QA/QC, customer engineers, vendors, and cross-functional teams.

17. Ensure the preparation and submission of as-built drawings, redlines, test results, and handover documents.

18. Quality Assurance & Compliance

19. Ensure OSP and transport works comply with standards such as ITU-T, Telcordia, NEC/Ericsson/Huawei guidelines, and local regulations.

20. Conduct regular site inspections, audits, and quality assessments.

21. Enforce adherence to project specifications, workmanship standards, and material quality requirements.

22. Health, Safety & Environmental (HSE) Management

23. Ensure all field activities meet company and industry HSE guidelines.

24. Conduct toolbox meetings, ensure availability of permits, and verify compliance with safety protocols.
25. Mitigate site risks and ensure proper use of safety equipment and work-at-height practices.

QUALIFICATIONS

Educational Requirements

• Bachelor's degree in Electronics and Communications Engineering, Electrical Engineering, ICT, or related technical field.
• PRC license (Engineer) is an advantage.

Experience Requirements

• Transport Implementation Engineer: 5+ years experience in transport network rollout
• Transport Technology Lead: 5–10+ years experience with demonstrated leadership in transport projects

Both roles require hands-on experience with:

• OSP fiber deployment (trenching, ducting, aerial, manholes, splicing, testing)
• Fiber optic testing (OTDR, OPM/OLS)
• Microwave radio installation, alignment, and commissioning
• VSAT installation and network integration
• Transport technologies such as PDH/SDH, DWDM, MPLS, IP transport (advantage)

Technical Skills

• Strong understanding of fiber optics, optical distribution, and transport network principles
• Experience with microwave link budgets, path profiling, Fresnel zones, and LOS validation
• Familiarity with VSAT antenna alignment, RF chain, and satellite modem configuration
• Proficiency with test equipment: OTDR, fusion splicer, power meter, BER tester, spectrum analyzer, GPS
• Knowledge of NMS systems (microwave, VSAT, fiber monitoring tools)

• VSAT installer certification (GVF or vendor-specific)
• HSE certifications (BOSH, COSH, WAH, Lifting/Rigging)

Pay: From Php80,000.00 per month
