The Cost Supervisor is the overall in-charge of tasks below:
Key Roles:
- Corporate Oversight – Supervise and consolidate project-level cost control activities to ensure consistency and compliance with HQ policies and ISO procedures.
- Financial Governance – Safeguard company profitability by monitoring budgets, forecasts, and variances across all projects.
- Process Integration – Ensure all cost control functions align with ISO-certified management systems for quality, safety, and environment.
- Leadership & Mentorship – Guide, train, and support project-based cost engineers to maintain high standards of reporting and compliance.
- Strategic Support – Provide management with accurate, timely cost data for decision-making, tendering, and business development.
Duties and Responsibilities:
Cost Planning & Control
Review and consolidate project budgets, baselines, and forecasts submitted by project cost engineers.
- Develop and maintain cost breakdown structures (CBS) and standard cost coding aligned with HQ policy.
Validate cash flow projections and ensure proper budget allocations.
Cost Monitoring & Variance Analysis
Track actual expenditures against budgets and commitments.
- Analyze cost variances, investigate root causes, and recommend corrective actions.
Maintain consolidated cost performance indices (CPI) and schedule performance indices (SPI).
Reporting & Forecasting
Prepare monthly corporate-level cost control reports and financial dashboards.
- Provide management with early warnings on potential overruns and risks.
Support management review meetings (MRM) by submitting ISO-compliant cost-related KPIs and reports.
Change & Risk Management
Review variation orders, claims, and scope changes for financial impact.
- Maintain a Cost Risk Register integrated with quality, safety, and environmental considerations.
Support value engineering and cost optimization initiatives.
Procurement & Contract Administration
Coordinate with procurement to ensure contract awards are within budget.
- Review subcontractor/supplier payments, progress billings, and claims for compliance.
Monitor contractual cost obligations and commitments.
Compliance with ISO Standards
Ensure cost control processes follow ISO 9001 (quality documentation), ISO environmental considerations), and ISO safety management).
- Participate in internal/external ISO audits, providing cost records and compliance evidence.
- Maintain proper filing, traceability, and control of cost documents in line with IMS.
Promote continual improvement and contribute to corrective and preventive actions (CAPA).
Leadership & Coordination
Supervise and mentor cost engineers and staff under HQ and project assignments.
- Standardize procedures, templates, and reporting formats across projects.
Act as the corporate liaison between HQ management, project teams, Finance, and QA/QC.
Strategic & Business Support
Provide cost data and benchmarking for tendering, bidding, and feasibility studies.
- Support management in setting corporate KPIs and monitoring company-wide cost performance.
- Contribute to long-term cost efficiency strategies and profitability improvement.
Qualifications:
- At least 4-5 years of working experience in related field is required for this position;
- Candidate must possess a Bachelor's Degree in Civil Engineering, Professional License is a must (Passed Board/Bar/Professional License Exam);
- Preferably with experience in construction;
- Willing to be assigned in Head Office located in Quezon City;
- CAN START IMMEDIATELY

Archipelago Builders Corporation
The company was established in 1965, engaging in General Building Construction under the name Archipelago Builders. The office started from renting a room of a building at Rizal Avenue, Sta. Cruz, Manila and the Warehouse / Steel Shop were located at Old Samson Road, Balintawak, Quezon City.
Started with a Building Contractor-Category "C" by Professional Regulations Commission, it was later recognized as a General Building Contractor-Class "B". In the year the company doubled its personnel, rented another three (3) rooms in the same building and added another three (3) compartment warehouses and steel shop for its expanded operations for both public and private sectors. In 1977, the company was recognized as a General Engineering and General Building-Category "A", engaged in both horizontal and vertical construction.
In 1979, Archipelago Builders started construction of its own three and a one half (3 -1/2) storey building at No.29 North Avenue, Diliman, Quezon City, to house its main office and diversified businesses like the restaurant, construction supply and real state.
In 1987, as the company continued to grow, the category "A" further upgraded to Category 'AA'
In 1998, the year of economic crisis, inflation and political strife in the country, fortunately, Archipelago Builders was awarded quite a number of projects in Metro Manila, Southern Luzon and Visayas. Because of this, Archipelago Builders was finally upgraded to Category 'AAA'.
Today, after many years of construction experience, Archipelago Builders aims to further develop the quality of construction and help build future for this country. This is our vision and mission.
