Role Description:

The Philippine HR Manager is responsible for managing and executing HR programs and services across ICTSI's Philippine terminals. The role contributes to global Learning and Development initiatives under the ICTSI Global Academy. The position plays a key role in driving process improvement and standardization across HR operations to ensure efficiency, compliance, and alignment with global policies.

Essential Functions:

a.    Learning and Development (ICTSI Global Academy Support)

  • Collaborate with the ICTSI Global Academy in implementing learning and development strategies across Philippine terminals.
  • Support training needs analysis, program design, and rollout of capability-building initiatives.
  • Monitor training effectiveness and drive continuous improvement in L&D delivery.
  • Serve as a liaison between terminals and the Global Academy to ensure consistency of training programs and standards.

b.    Process Improvement and Standardization

  • Lead initiatives to streamline HR processes, enhance efficiency, and standardize HR practices across terminals.
  • Develop and implement process documentation and guidelines aligned with global HR frameworks.
  • Monitor and evaluate HR processes for continuous improvement opportunities.
  • Champion digitalization and automation initiatives in HR service delivery.

Job Requirements and Competencies

  • Strong leadership and stakeholder management skills, with the ability to influence and partner effectively across all organizational levels.
  • Excellent communication, facilitation, and interpersonal skills.
  • Strong analytical and problem-solving abilities with sound business judgment.
  • Ability to design and implement HR processes and policies that balance compliance, efficiency, and employee experience.
  • Skilled in managing multiple priorities in a fast-paced and complex environment.
  • Proficient in using HR information systems and Microsoft Office applications.

b.    Knowledge and Experience:

  • Bachelor's degree in Human Resources, Psychology, Business Administration, or related field; a Master's degree or HR certification is an advantage.
  • Minimum of 8 years of progressive experience in Human Resources, with at least 3 years in a managerial or HR business partner role.
  • Solid understanding of Philippine labor laws, HR operations, and employee relations.
  • Exposure to Learning and Development design, implementation, and evaluation.
  • Experience in HR process improvement, policy development, and change management.
  • Background in working with multinational or matrix organizations preferred.

c.     Working Environment

  • Based in Manila, with regular coordination and travel to ICTSI Philippine terminals.
