Job Description Summary:

The PM Cost Engineer is responsible for the preparation of detailed estimates of MRE for the projects subject to bidding/ negotiation and Variation Orders.

MAJOR RESPONSIBILITIES

  1. Prepares the Maynilad Reference Estimate (MRE) and the corresponding Detailed Unit Price Analysis (DUPA) of projects for bidding/ negotiations in accordance with contract provisions and cost estimating guidelines.

  2. Evaluate and analyze the details of the contractor's DUPA in comparison with Maynilad's DUPA to establish the source of the cost difference of failed biddings.

  3. Prepares the Unit Cost Estimate (UCE) of requested work variation and evaluates the contractor's cost proposal.

  4. Prepare the cost comparison and cost details of Maynilad's offered cost being contested/ disputed by the contractor during the UCE conference.

  5. Prepares the DUPA, cost curve, and other sources of costing needed in the preparation of budgetary unit cost estimates of various projects.

  6. Conducts regular canvassing of material prices, reviews suppliers' technical specifications and price quotations, and updates the cost estimate database (for material, labor, and equipment)

  7. Attends pre-bid conferences, site visits, bid opening, technical and financial presentation of bids conducted by Procurement of Infrastructures.

  8. Attends product demos and technical presentations on current construction practices/ innovations relevant to the establishment and updating of cost standards.

QUALIFICATIONS AND COMPETENCY REQUIREMENTS

MINIMUM EDUCATION


• Licensed Engineer (civil, mechanical, electrical, or equivalent). 

WORK EXPERIENCE


• Must have up to three (3) years of total working experience, including entry-level or no prior experience (0–3 years).

KNOWLEDGE, SKILLS, and ABILITIES


• Ability to identify and quantify cost factors (i.e production time, materials and labor components, etc.)


• Knowledge in interpreting contract plans and technical documents to prepare the cost.


• Good in oral and written communications.


• Computer literate.
