Responsibilities:

Facilities Management:

  • Facility Maintenance: Oversee the maintenance and upkeep of both generating and non-generating assets, including buildings, administrative offices, storage facilities, and utility infrastructure. Ensure all assets are functioning properly and efficiently.
  • Preventive Maintenance: Develop and implement a comprehensive preventive maintenance schedule for all facilities and non-generating assets, minimizing downtime and extending the lifespan of equipment and infrastructure.
  • Facility Repairs: Manage corrective maintenance processes for broken or malfunctioning assets, coordinating with internal teams or third-party contractors to resolve issues in a timely manner.

Supervision of Civil Works:

  • Manage the planning, execution, and quality control of civil infrastructure projects, including internal and access roads, slope protection systems (e.g., retaining walls, erosion control measures), and major drainage networks and storm water systems.
  • Coordinate with contractors, consultants, and internal teams to ensure civil works are delivered on time, within budget, and to specification.
  • Conduct regular inspections and assessments of civil structures to identify risks, maintenance needs, and improvement opportunities.

Fleet Management:

  • Fleet Oversight: Manage the fleet of vehicles and equipment used across multiple plant sites, including trucks, service vehicles, and specialized equipment. Ensure all vehicles are regularly maintained, insured, and comply with safety regulations.
  • Fleet Scheduling: Oversee the scheduling of fleet usage across plant operations, ensuring timely availability of vehicles and equipment for maintenance activities, site visits, and emergency needs.
  • Cost Control: Manage the costs associated with fleet management, including fuel, maintenance, and repairs. Identify opportunities for fleet optimization and cost reduction.

Administrative Functions:

  • Daily Operations Management: Supervise the daily operational needs of the facilities, including office operations, security, utilities (water, electricity, HVAC systems), janitorial services, and waste management.
  • Vendor Management: Source and manage contracts with third-party vendors for services such as cleaning, security, landscaping, and waste disposal. Ensure service quality and cost-effectiveness.
  • Office Space & Resources: Oversee the allocation of office space, equipment, and resources to ensure a productive working environment for staff.

Regulatory Compliance and Safety:

  • Compliance Management: Ensure all facilities comply with local, regional, and national regulations, including health and safety standards, environmental protection laws, and building codes. This includes overseeing safety inspections, permits, and certifications.
  • Permit Management: Manage and renew required operational permits and licenses for facilities, ensuring all documentation is up to date and properly filed.
  • HSE Integration: Work closely with the Regional Health and Safety Manager to ensure that facilities operations align with health, safety, and environmental standards, particularly in the maintenance and use of facilities.

Cost Analysis and Budget Management:

  • Cost Tracking & Analysis: Monitor and analyze operational costs related to facilities management, fleet management, and maintenance. Provide detailed reports for senior management on budget adherence and cost-saving opportunities.
  • Budgeting: Develop and manage annual budgets for facility operations and maintenance, ensuring all activities are completed within budgetary limits. Provide recommendations for cost improvements.
  • Cost Optimization: Identify areas for cost reduction, such as energy efficiency improvements, maintenance optimization, or vendor negotiations, and implement solutions to achieve financial targets.

Sustainability and Environmental Stewardship:

  • Sustainable Practices: Implement sustainable practices and technologies within the facilities to reduce energy consumption, waste generation, and environmental impact (e.g., energy-efficient lighting, water-saving systems).
  • Green Building Standards: Integrate green building standards and sustainability initiatives into the management of office and non-generating assets to minimize environmental footprints.
  • Waste Management: Ensure that waste management procedures, including recycling and hazardous waste handling, comply with regulatory requirements and sustainability goals.

Staff and Contractor Management:

  • Team Leadership: Lead and manage facilities staff, including facilities maintenance technicians, fleet coordinators, and administrative personnel. Ensure staff are trained, motivated, and meet performance goals.
  • Contractor Coordination: Manage external contractors who provide specialized services, such as HVAC, plumbing, electrical repairs, and fleet maintenance. Ensure that work is performed on time, to specification, and within budget.
  • Performance Evaluation: Conduct regular performance reviews of facilities staff and contractors, providing feedback and identifying opportunities for training and improvement.

Emergency Preparedness and Response:

  • Crisis Management: Develop and implement emergency preparedness plans for facilities, ensuring quick responses to issues such as power outages, natural disasters, or system failures.
  • Contingency Planning: Ensure all critical assets (e.g., backup power systems, fire suppression) are in place and regularly tested to support emergency operations.

Data Management and Reporting:

  • Data-Driven Decisions: Use data analytics to track facility performance, maintenance schedules, energy consumption, and cost metrics. Generate regular reports for senior management on operational efficiency.
  • Record Keeping: Maintain comprehensive records of all maintenance activities, facility inspections, fleet usage, and regulatory compliance for auditing and reporting purposes.

Stakeholder Communication:

  • Internal Communication: Coordinate with other departments (operations, maintenance, HSE, and engineering) to ensure alignment on operational goals, facility needs, and maintenance schedules.
  • Vendor & Stakeholder Communication: Maintain professional relationships with vendors, contractors, and external stakeholders to ensure smooth coordination of services and operations.

Requirements:

  • Bachelor's degree in Facilities Management, Civil Engineering.
  • Must be a Registered Civil Engineer.
  • At least 5-7 years of experience in facilities management, or as a civil engineer preferably in the power or industrial industry, with proven leadership in civil works projects or direct oversight of civil works contractors specifically in Central Luzon (CL) or in comparable regional contexts.
  • Budget management, compliance knowledge, vendor management, and problem-solving abilities.
  • Proven track record of leading and managing diverse teams, including hiring, training, and performance management.
  • Experience managing projects in renewable energy operations, including system
  • upgrades, plant expansions, and technology integrations.
  • Strong troubleshooting and problem-solving skills to handle operational challenges effectively and swiftly.
  • Excellent verbal and written communication skills, capable of interacting with internal and external stakeholders at all levels.
