Overview
A leading logistics organization supporting a major Japanese engineering firm for an upcoming infrastructure project in the Philippines is seeking an experienced Customs and Regulatory Compliance Consultant. This role is pivotal in strengthening the client's pre-implementation readiness and ensuring seamless coordination with Philippine government agencies.
The successful candidate will act as a subject-matter expert, providing advisory support on customs clearance, tax and duty exemptions, and related regulatory documentation. This position is advisory in nature and will not involve hands-on customs operations.
Key Responsibilities
- Regulatory Advisory:
Provide expert guidance on customs clearance procedures, import/export compliance, and tax/duty exemption processes in accordance with Bureau of Customs (BOC) and other relevant government agencies.
- Documentation Review and Preparation:
Support the preparation and review of project-related documents, including exemption requests, contract-related submissions, and other regulatory paperwork required for project mobilization.
- Pre-Implementation Readiness:
Assess the client's existing processes and documentation to identify potential compliance risks or gaps. Recommend improvements to ensure smooth customs and regulatory processing prior to project execution.
- Government Liaison Support:
Facilitate coordination with government bodies such as the BOC, Department of Trade and Industry (DTI), Department of Finance (DOF), and other concerned agencies involved in customs and tax-related clearances.
- Cross-Functional Collaboration:
Work closely with the client's internal project management, legal, and accounting teams to ensure alignment and compliance with national regulations and international project requirements.
- ODA and Infrastructure Project Expertise:
Advise on processes related to Overseas Development Assistance (ODA) projects, ensuring documentation and procedures meet both Philippine government and donor-country standards.
Qualifications
- Proven experience in customs clearance and regulatory compliance within large-scale infrastructure or development projects.
- Deep understanding of Bureau of Customs (BOC) systems, procedures, and documentation flow.
- Demonstrated experience handling tax and duty exemption applications, especially for ODA-funded or government-to-government projects.
- Strong background in liaising with Philippine regulatory agencies (BOC, DTI, DOF, etc.).
- Excellent communication, advisory, and documentation review skills.
- Strategic and detail-oriented professional capable of providing expert recommendations to guide project readiness and execution.
