Unit Functional Statement

The role is responsible for conducting organizational assessments, analyzing structures, forecasting workforce needs, identifying inefficiencies, and developing job descriptions to support business effectiveness.


Duties and Responsibilities

  • Oversee, guide, and monitor the performance and productivity of team members in delivering assigned functions.
  • Evaluate organizational needs and research emerging trends to enhance programs, methods, and approaches in areas such as Organizational Review, Workforce Planning, Business Process Management, and Job Design.
  • Provide technical guidance to ensure equitable workload distribution and address manpower utilization issues.

Key Responsibilities

  • Lead and manage job and manpower audit programs to evaluate functional relationships, detect redundancies or gaps, and recommend appropriate interventions.
  • Conduct organizational reviews to identify improvement opportunities, streamline operations, and strengthen overall performance.
  • Analyze business processes to eliminate inefficiencies, reduce non-value-adding activities, and optimize time and resources.
  • Supervise job analysis activities to assess alignment with departmental goals and redesign jobs as needed.
  • Guide workload reviews and manpower deployment assessments to ensure effective resource allocation and address under/overutilization issues.
  • Support the evaluation of manpower requests to confirm the necessity of roles and functions within the organization.
  • Oversee organizational reviews that focus on simplification, standardization, and potential restructuring or outsourcing.
  • Contribute to organizational diagnostics, including assessments of workflows, manpower, equipment, and resources; support climate surveys when required.
  • Conduct ad hoc management studies using methodologies such as time-and-motion studies, work sampling, process mapping, and queuing analysis.
  • Research and benchmark related industry practices and strategies.
  • Conduct performance reviews, goal setting, and career planning for team members.
  • Ensure compliance with eTap's safety, security, and information security policies.
  • Perform other related functions as assigned.

Job Qualifications

  • Bachelor's degree in Industrial/Management Engineering, Human Resource Management, or Business Administration.
  • Master's degree or graduate-level units in the above fields is an advantage.

Professional Experience

  • Minimum of 4 years of relevant project leadership or supervisory experience.

  • Knowledgeable in change management, staffing patterns, and workflow optimization.
  • Competent in cost analysis, customer service standards, and survey methodologies.
