Job Summary:

We are looking for an experienced and detail-oriented Government Bidding Accounts Manager to lead and manage our pharmaceutical government bidding operations. The successful candidate must have a strong background in handling government accounts, with at least 4–5 years of experience in end-to-end government bidding processes—from pre-bid to post-award compliance. A background in the pharmaceutical industry is strictly required.

Key Responsibilities:

  • Lead the full cycle of government bidding, including pre-bid preparation, bid submission, evaluation monitoring, and post-award compliance.
  • Prepare and ensure timely submission of bidding documents aligned with RA 9184 (Philippine Government Procurement Reform Act).
  • Coordinate with internal departments (Regulatory, Finance, Logistics, Sales) to ensure accuracy and completeness of bid requirements.
  • Build and maintain strong relationships with government agencies, hospitals, and other healthcare institutions.
  • Monitor bid bulletins, invitations to bid (ITBs), and government procurement portals for relevant opportunities.
  • Ensure compliance with procurement policies, regulatory standards, and government contract terms.
  • Track awarded bids and ensure proper execution and delivery in coordination with the operations team.
  • Maintain and update a database of all government accounts, pricing, and awarded contracts.
  • Provide strategic input to management regarding government sales trends and bidding competitiveness.
  • Supervise and mentor a small team and ensure that all bid-related tasks are executed efficiently.
  • Bachelor's Degree in Business Administration, Pharmacy, Marketing, Public Administration, or any related field.
  • Minimum of 4–5 years of proven experience handling government accounts and bidding processes, specifically in the pharmaceutical industry.
  • In-depth knowledge of RA 9184 and the entire procurement lifecycle.
  • Strong understanding of bid preparation, submission protocols, eligibility requirements, and post-award documentation.
  • Exceptional attention to detail, time management, and organizational skills.
  • Excellent interpersonal, negotiation, and communication skills.
  • Proficient in Microsoft Office (Excel, Word, PowerPoint) and comfortable navigating procurement platforms such as PhilGEPS.
  • Ability to work under pressure and meet tight deadlines.
