Job Overview:

The Case Decongestion Officer (CDO) will work under the legal offices ofEMB-NCR, supporting cases before the Pollution Adjudication Board and other legal forums. The role focuses on legal drafting, case tracking, field assistance, and coordination with courts and external stakeholders to help reduce case backlogs and ensure timely case disposition.

Minimum Qualifications:

Education:

  • Must be a Lawyer or a graduate of Juris Doctor.
  • Strong legal writing, research, and analytical skills.
  • Willing to conduct fieldwork and court related tasks when required.
  • Able to handle confidential and sensitive legal matters.

Key Responsibilities:

  • Assist in the drafting of Orders, Resolutions, PAB Memoranda, Endorsements to PAB, and Notices of Violation.

Assist in the drafting and or review of Contracts, Memoranda of Agreement, and similar legal documents.

  • Monitor and report cases for removal from dockets.

Track the status of cases and prepare regular reports on pending cases for the Pollution Adjudication Board or Regional Director.

Prepare case briefs, summarize facts, and review pleadings, motions, and supporting documents for legal sufficiency.

  • Assist in field activities such as the service and execution of Cease and Desist Orders, Temporary Lifting Orders, and similar Orders.

Assist in the filing of civil, criminal, and administrative cases in courts and appear thereto when required.

  • Conduct legal research and gather relevant information for cases and legal opinions.

Coordinate with external stakeholders including government agencies, courts, and legal professionals.

  • Assist in organizing, maintaining, and updating legal files and case records.

Salary and Benefits:

Monthly salary of PHP 39,672 inclusive of 10 percent premium.

An additional 10 percent premium will be received upon completion of the contract.
