TECHNICAL COMPETENCIES
I. EQUIPMENT, MATERIALS AND SUPPLY MANAGEMENT (Advance)
Ability to advise, review and coordinate the acquisition, loan, transfer and disposal of accountable property items per RA 9184 regulations and ECC property policies and procedures, and the ECC acquisition and property management processes.
a) Completes or reviews property documents (i.e., requests for property passes, donations, trade-ins, transfers, surplus, etc.) for accountable user information, property identification information and accounting data before submission to the Procurement team
b) Advises ECC staff on RA 9184 and ECC property policies and procedures in relation to the acquisition of accountable items
II. PROCUREMENT, PLANNING AND MANAGEMENT (Advance)
Ability to manage the process of acquiring goods and services necessary for the performance of the Commission's mandate and goals complying with the requirements of RA 9184.
a) Prepares the Annual Procurement Plan (APP) of ECC based on the Project Procurement Management Plans (PPMPs) or the projected requirements and inputs of different Departments
b) Counterchecks if data and documents are in compliance with the procurement processes and forms
c) Reviews requests for procurement of supplies/equipment/services and recommends approval of these requests
d) Recommends enhancements and/or changes in policies, procedures, and processes that support transparency and equal opportunity in the procurement process
III. RECORDS MANAGEMENT (Intermediate)
Ability to establish a system of procedure in recording and safekeeping of documents for ease in locating and retrieval of records and documents
a) Adapts records management standards, including government policies on period of retention and best practices, effectively in the institutional context
b) Applies range of records management tools and techniques
IV. GOVERNMENT AND DEPARTMENTAL POLICIES AND PROCEDURES (Advance)
Ability to understand and apply knowledge of government and departmental statutes, regulations, policies, and procedures.
a) Maintains comprehensive working knowledge of related statutes, regulations, policies and procedures affecting ECC
b) Ensures work conforms to statutes, regulations, policies, and procedures and is completed within established timeframes

VII. FINANCIAL MANAGEMENT (Intermediate)
Ability to plan, review and prepare financial allocation to operationalize activities of the Commission and its regional offices.
a) Complies with administrative controls over funds, contracts and procurement
b) Prepares and responds to communication from internal and external customers that require some analysis to handle a concern or request
c) Coordinates with different offices and specific department for budgeting activities to establish assumptions, considerations and guidelines
d) Receives and encodes financial documents such as vouchers, purchase orders and other financial documents
e) Prepares certification documents needed by parties for the purpose of availability of funds to support request for augmentation and other purposes
f) Prepares monthly reports
