The HR Site Head will lead the Human Resources function at MGEN Thermal power plant in Panay, Iloilo. The role is responsible for overseeing all site-based HR operations, including talent acquisition, employee and labor relations, organizational development, performance management, and compliance with company policies and labor regulations. The HR Site Head will serve as a strategic partner to plant leadership, ensuring that people strategies support operational and business objectives.

Key Responsibilities

1. HR Strategy & Leadership

  • Act as the primary HR business partner for the Plant Head and leadership team.
  • Translate corporate HR initiatives into site-specific strategies aligned with thermal operations.
  • Provide strategic input on workforce planning, talent development, and succession planning.

2. Talent Acquisition & Development

  • Oversee end-to-end recruitment and onboarding of site-based employees, including technical and specialized thermal plant roles.
  • Implement learning and development programs tailored to technical, safety, and leadership requirements.
  • Drive career development and employee engagement initiatives.

3. Employee & Labor Relations

  • Manage site-level labor relations, including union negotiations, grievance handling, and conflict resolution.
  • Ensure compliance with labor laws, company policies, and collective bargaining agreements (if applicable).
  • Maintain positive employee relations and a safe, inclusive work environment.

4. HR Operations & Compliance

  • Oversee payroll, timekeeping, benefits administration, and employee services at the site.
  • Ensure compliance with occupational health and safety standards, DOLE requirements, and regulatory reporting.
  • Implement HR policies and procedures consistently across all site functions.

5. Culture & Engagement

  • Champion company values, ethics, and culture at the site.
  • Drive employee engagement programs, recognition activities, and wellness initiatives.
  • Act as a change agent to support organizational transformation and continuous improvement.

Job Requirements:

  • Bachelor's degree in Psychology, Human Resource Management, Business Administration, or related field (Master's degree preferred).
  • At least 10 years of progressive HR experience, with 5+ years in a managerial or site leadership role, preferably in the power generation, utilities, or heavy industries sector.
  • Strong background in labor relations, talent management, and organizational development.
  • Experience working in a unionized environment is a strong advantage.
  • Excellent communication, negotiation, and stakeholder management skills.
