Organizational Setting and Reporting Relationship
The position of Project Analyst is assigned to the Transport Sector Office (SD1-TRA) within the Sectors Department 1 (SD1). SD1 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in the region. SD1, which comprises the Energy and Transport Sector Offices, delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RD) and resident missions (RM) in engaging with ADB's developing member countries (DMCs); and ensures ADB's technical leadership internally and externally.
SD1-TRA leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the Transport Sector.
You will be based at our Headquarters in Manila, Philippines
You will report to the designated technical international staff.
Your Role
As a Project Analyst, you will provide analytical and statistical support with respect to the assigned project portfolio including technical support in portfolio management, project administration, project processing activities related to loans and technical assistance (TA), knowledge work, and budget management activities. You will provide oversight support to the work of the assistants in coordinating and consolidating information to achieve a specific functional result.
You Will
- Support project processing and administration tasks for assigned loans, grants, and TAs including procurement and consultant recruitment reviews and other project administration actions; provide guidance to executing and implementing agencies and other project clients, on ADB policies, guidelines, and procedures such as on procurement, social and environmental safeguards, financial management, disbursement, and progress reporting; and help ensure that requests from executing/implementing agencies and other project clients are promptly addressed or responded to.
- Contribute to the preparation and updating of Project Administration Manuals under assigned projects, including gathering and consolidating data, and drafting writeups for its various sections.
- Compile data and statistics on contract awards and disbursements (projections and achievements) for assigned projects, and provide analytical inputs to project team leaders and/or government counterparts on shortfalls, causes, and actions needed to meet targets.
- Prepare and update project records in ADB systems following quality and service level standards, including information related to project performance, project implementation status, major issues, actions planned or taken by the project team, and other project details.
- Analyze project performance and provide inputs to the project team to help ensure project progress and performance targets are monitored and met; Assist in addressing project administration red flags for timely corrective actions.
- Contribute to the preparation of project-specific and/or portfolio reports.
- Participate in project inception, review, mid-term review, special loan administration missions, and project completion review missions, as required; provide data, analyses, and draft writeups to assigned sections of mission reports such as Memoranda of Understanding and Aide Memoires.
- Contribute to data gathering and preparation of project completion reports and technical assistance completion reports.
- Provide support in project processing missions, particularly in designing project implementation arrangements, including procurement/disbursement procedures and project management setup, review of financing plans, and preparation of Project Administration Manuals.
- Provide support to other junior administrative staff.
- Perform other tasks that may be assigned as reflected in your workplan.
You Will Need
- Bachelor's degree in Finance, Business Administration, Public Administration, or related disciplines.
- At least 5 years of hands-on experience in portfolio management, project administration, budget preparation/monitoring, and/or project processing activities related to loans and TA projects.
- Familiar with good industry practices and guidelines within area of expertise.
- Strong analytical, interpersonal, and cross-cultural skills.
- Sound understanding of ADB procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance.
- Experience in processing and administering transport sector projects and TAs is an advantage.
- Excellent oral and written communication skills in English.
- Proficiency with computer-based applications.

Additional Information
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
Staff on probation are not eligible to apply. Applicants for promotion and for lateral transfer must have served at their position for at least one year immediately preceding the date of the vacancy closing date (A.O. 2.03)
