JOB SUMMARY:
Shall primarily be responsible for the implementation of the personnel program particularly on labor relations. He/she shall also be responsible for carrying out personnel policies and procedural requirements as provided for in manuals or handbooks, including those which are stipulated in OMSes and PPM's
LABOR RELATIONS/ GRIEVANCE HANDLING:
Prepares Notice to Explain to erring employees based on the following:
Incident Reports
Absenteeism / Tardiness Reports
Audit Findings and others
Issues NTE to erring employees.
Arrange meeting / facilitates administrative hearing with Committee on Administrative Review and Evaluation (CARE) by preparing Notice of Hearing and Notice to Convene.
Takes minutes during the admin hearing.
Prepares transcription of the administrative hearing.
Prepares Notice of Preventive Suspension when necessary.
Prepares Notice of Decision and/ or Notice of Disciplinary Action
Coordinates with Branch Managers or Department Heads as to schedule of employee suspension.
Prepares DOLE reports on Termination of Employment due to Authorized Causes.
Prepares DOLE Annual Reports.
Prepares monthly IR monitoring per employee.
