
HR Operations Specialist

We are seeking a highly skilled and proactive professional to assist the Director in managing the HR Office of Development (HROD) Quality Review and Design Section.
Key Responsibilities
- Design, implement, monitor, and evaluate data management plans, quality frameworks, and metrics for HROD, collaborating with UPT&OD groups.
Develop a comprehensive data management plan to support HROD's quality aspirations.
Monitor HROD's goals, projects, and KPIs, tracking deliverables, timelines, agreements, and sustainability measures.
Benchmark best practices and conduct research on trends affecting HROD, ensuring compliance with university standards and international standards.
Conduct audits and studies on HR/OD policies, systems, processes, and documentation, ensuring employee capability and development.
Propose programs and design systems for organization and employee capability and development to improve current procedures.
Investigate concerns and escalate preventive mechanisms and risk mitigation strategies.
HR Client Partnership
- Stay updated on university trends and changes, determining their impact on offices and contributing to overall service delivery.
Partner with clients to understand their needs, providing proactive solutions meeting present and long-term needs.
Collaborate with assigned cluster/school leadership teams on initiatives requiring HR/OD expertise and services, identifying successes and areas for improvement.
Office Management Support
Coordinate with various offices and stakeholders to achieve HROD mandates.
Manage daily office operations, including supplies, equipment, expenses, physical space maintenance or improvements.
Prepare and monitor the Office budget and expenditures, recommending cost-effective solutions.
Draft communications and guidelines, collaborating with stakeholders on behalf of the Director.
Oversee and nurture the team environment and morale in UPT&OD.
Assist UPT&OD sections during peak seasons or when extra help is needed.
- Represent UPT&OD in University events and committee works.
Section Management
- Set the direction for the HROD Quality Review and Design Section, aligning with Office goals and Cluster mandates.
Oversee policy development in the Section, providing inputs for general Office policies.
Prepare and monitor the Section's budget and expenditures, recommending cost-effective solutions.
Manage employee performance in the Section by setting standards/targets, monitoring, and evaluating performance, and providing development opportunities.
Required Skills and Qualifications
College graduate in any management course; master's degree is an advantage.
At least three years of experience in facilitation, designing, and evaluating HR/OD systems, interventions/accompaniment projects/programs.
Experience in managing and partnering with clients, analyzing data, developing and managing teams, planning and budget management.
Knowledge of HR/OD process improvement, organizational design, performance management, promotion management, learning and development, HR analytics, program evaluation, and team management.
Experience preparing infographics and reports; experience in an academic setting is an advantage.
