Bid and Procurement Specialist

Job Summary:

We are seeking a seasoned Bid and Procurement specialist to lead our procurement efforts. This individual will be responsible for identifying, qualifying, and managing private and government bidding opportunities.

The ideal candidate will have extensive experience in procurement or bidding, with a strong track record of success in securing contracts through competitive bidding processes.

Key Responsibilities

  • Identify and qualify private and government bidding opportunities through proactive research, networking, and monitoring of procurement portals.
  • Prepare and submit complete and compliant bid documents.
  • Manage the entire bidding process – from strategy to submission and negotiation.
  • Coordinate with internal teams and consultants to compile required documentation.
  • Represent the organization in pre-bid meetings and bid openings.
  • Build and maintain strong relationships with government agencies and key stakeholders.
  • Review contracts and ensure compliance with relevant laws and regulations.
  • Keep bidding records organized and up-to-date.

Requirements

  • Bachelor's degree in Legal Management, Public Administration, Political Science, Business Management, or related fields.
  • At least 5 years of experience in procurement or bidding (preferably in the AEC industry).
  • Proven track record of success in securing contracts through competitive bidding processes.
  • Strong working knowledge of RA 9184 and government procurement processes.
  • Excellent communication, documentation, and negotiation skills.
  • Confident, professional, and comfortable engaging high-level stakeholders.
  • Trustworthy and detail-oriented.
  • Familiarity with PhilGEPS and Bid and Awards Committee procedures required.
