Job Description

We are seeking a highly skilled Senior Transport Policy Strategist to join our team in Manila, Philippines. As a key member of our Transport Sector Group, you will play a critical role in shaping transport policies and strategies for developing member countries. Your expertise will help drive sustainable transport initiatives, improve project outcomes, and foster regional cooperation and integration.

Key Responsibilities:
  • Transport Portfolio Management: Oversee the preparation of annual portfolio management plans, monitor portfolio performance, and ensure compliance with ADB policies and guidelines.
  • Transport Project Development and Processing: Lead the development of policy and strategies for the transport sector, conduct dialogues with government officials, and administer complex loan/grant and technical assistance projects.
  • Leadership and Collaboration: Provide guidance and advice to staff, lead country programming activities, and collaborate with other development partners to achieve consistency and harmonization of approach.
Required Skills and Qualifications

To be successful in this role, you will need:

  • A Master's degree or equivalent in transport/civil engineering, transport economics, or a related field; or a University degree in transport/civil engineering, economics or a related field, and at least 5 years of specialized experience relevant to the position can be considered.
  • At least 12 years of relevant experience in the transport sector at senior technical or management level, preferably working for international organizations, governments, and consulting firms, including international experience.
  • Excellent analytical and interpersonal skills, with ability to deal effectively with all types of internal and external clients/stakeholders.
  • Strong written and oral communication skills in English.
