Procurement Expert

The Procurement Expert plays a pivotal role in leading all procurement activities within a country, serving as the primary liaison for interactions with external vendors. This encompasses organizing and chairing the local Procurement Council, ensuring alignment with the organization's Asia Procurement strategy and objectives, and developing local procurement policies that adhere to global governance frameworks.

Responsibilities:

  • Leads all country procurement matters and serves as the first point of contact for all procurement-related activities with external third-party vendors.
  • Organizes and chairs the local Procurement Council, reviews, and coordinates the execution of relevant resolutions.
  • Assists the Procurement Council in managing the company's procurement following the Asia Procurement strategy and objectives.
  • Supports the rollout of procurement best practices within the organization.
  • Develops local procurement policy supplements to ensure the policy aligns with the global governance framework and shareholder requirements, ensuring efficient and transparent policy formulation.
  • Develops training and communication programs to enhance organizational understanding of relevant procurement policies.
  • Provides overall oversight and review of procurement and vendor management, monitoring vendor performance and contract implementation to ensure procurement initiatives meet relevant policies, regulations, and codes of ethics.
  • Built and actively maintains a vendor database with market insight information, including past experiences of the company using the vendor, pricing, quality, and reliability for purchasing departments' reference.
  • Maintains overall control of procurement initiatives.
  • Liaises with the Asia Procurement category team and local subject matter experts (legal, compliance, operational risk informational risk, tax, etc.) as needed.
  • Identifies procurement opportunities resulting in economic benefits, process efficiencies, and risk mitigation.
  • Leads cross-functional teams for sourcing events based on thresholds set in the Global Procurement Policy and Local Procurement Supplement.
  • Ensures vendors are pre-qualified and complete confidentiality agreements, as required by current policy.
  • Works with Asia Procurement to develop/enhance the underlying category Total Cost of Ownership (TCO) model and benefits tracking approach used during sourcing events.
  • Develops vendor analyses using Manulife standard tools to present potential vendors to the cross-functional sourcing team.
  • Leads the RFx process by developing the RFx from Manulife standard templates and distributing it according to policies and procedures, collecting data and information necessary to define Manulife's requirements for the RFx.
  • Responds to, escalates, tracks, and analyzes vendor inquiries regarding the RFx.
  • Engages and coordinates local functional subject matter experts, such as legal, tax, risk management, etc., in support of procurement initiatives.
  • Develops RFx summaries and vendor evaluation matrices using Manulife standard templates for the cross-functional sourcing team to evaluate vendor responses.
  • Documents results from sourcing activities.
  • Delivers target savings and reports results based on developed savings methodology.
  • Develops necessary analyses to support various category management activities.
  • Other duties as assigned.
