Organizational Setting and Reporting Relationship

The position of Associate Project Officer is assigned in the Agriculture, Food, Nature, and Rural Development Sector Office (SD-AFNR) within the Sectors Department 2 (SD2). SD2 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in the region. You will be based at our Headquarters in Manila, Philippines.

You will report to the designated Technical International staff and senior Technical Local staff (as applicable).

Your Role

As an Associate Project Officer, you will provide support and coordination to the portfolio performance of the Southeast Asia and the Pacific team by performing specific responsibilities. You will work independently and collaboratively to carry out a full spectrum of operational, analytical, knowledge and other support for the effective functioning of the team. You will provide technical assistance in project processing, administration, and contract administration.

You will:

Project and TA Processing and Administration

  • Actively support in project and TA processing by assisting in the preparation of project concept notes, TA reports, report and recommendation of the President (RRPs); project administration manual (PAM) and other project related documents;
  • Review and provide inputs to TA reports, RRPs and PAM for assigned projects, ensuring compliance with ADB's policies and procedures.
  • Update PAM during review missions and support preparation of project and TA administration memos.
  • Regularly update project related systems (e.g., SovOps, e-Operations) for processing milestones and project performance reporting.
  • Provide timely guidance to executing and implementing agency and colleagues in the administration of loans, TAs and/or grants.
  • Manage TA by monitoring commitment and disbursement, ensuring sufficient funds and proper charging of funds.
  • Provide initial analysis of the portfolio performance of the division and identify areas for improvement.
  • Assist PAU Head and senior national staff in analyzing the performance of Southeast and the Pacific portfolio.
  • Maintain records needed to monitor compliance with loan and TA covenants.
  • Participate in selected missions and meetings, if necessary.
  • Prepare and/or review procurement plans and other related documents.
  • Assist in the preparation of project and TA completion reports.

Knowledge management and events focal

  • Act as the team's knowledge management publication and events focal person.
  • Maintain the team's knowledge management database.
  • Collaborate with the sector front office on securing timely clearance and publication of announcements.
  • Provide guidance and share knowledge to new analysts/colleagues in project / TA processing and administration.
Qualifications

You will need:

  • Bachelor's degree in finance, business administration or related fields; preferably with advanced training.
  • At least 5 years of relevant professional experience in project management and implementation in the AFNR sector.
  • Strong analytical ability to undertake research and analysis, collect and organize data and information, and draft documents.
  • Experience and knowledge of various stages of the project cycle is desirable.
  • Sound knowledge of government administrative systems and procedures.
  • Familiarity with accepted best practices of procurement and disbursement processes.
  • Strong capacity for teamwork and effective communication skills.
  • Excellent oral and written communication skills in English.
