Job Description:

The HR Officer will work closely with the Camp Manager to manage all human resource functions within the camp. The HR Officer will also be involved early in the project to assist with the visa process for incoming personnel, contributing to a seamless transition for all workers arriving on site.

Key Responsibilities:

  • Visa Processing and Employee Onboarding
    • Assist in processing visas and work permits for incoming employees, coordinating with consulates and relevant government bodies to ensure all paperwork is completed accurately and on time.
    • Oversee the onboarding process for new personnel, ensuring that all required documents are collected and verified, and providing orientation on company policies, camp procedures, and cultural integration.
    • Ensure that all new employees are familiar with camp facilities, company rules, and their specific job requirements, fostering a welcoming environment from day one.
  • Offboarding and Exit Formalities
    • Manage the offboarding process for personnel leaving the camp, ensuring that all company property is returned, and exit interviews are conducted.
    • Ensure all necessary paperwork, final payments, and government requirements are handled smoothly during employee exit, maintaining a positive experience even during offboarding.
  • Conflict Resolution
    • Address and manage conflicts within the camp in collaboration with the Camp Manager, ensuring fair and impartial resolution.
    • Conduct mediation sessions to resolve disputes, ensuring that all parties are heard, and conflicts are resolved effectively and professionally.
    • Maintain documentation on conflict resolution cases, reporting on the root causes and actions taken to prevent recurrence.
  • Employee Engagement
    • Develop and implement programs that foster employee engagement, such as events, team-building exercises, and recognition programs.
    • Organize regular feedback sessions and focus groups to understand employee concerns, working to improve overall morale and satisfaction within the camp.
    • Act as a trusted advisor for employees to share their concerns, providing a safe and confidential space for communication.
  • Policy Compliance and Updates
    • Ensure compliance with all company policies, local labor laws, and camp regulations.
    • Regularly review and update HR policies in collaboration with the HR department, ensuring they remain relevant and compliant with legal requirements.
    • Educate employees on company policies and updates, ensuring a clear understanding of their rights and responsibilities.
  • Timesheet and Payroll Administration
    • Collect and verify timesheets from all personnel, ensuring accuracy and completeness before processing payroll.
    • Work closely with the finance team to ensure payroll is processed in a timely manner, addressing any discrepancies or payroll issues that arise.
    • Maintain records of hours worked, overtime, and allowances, ensuring adherence to local labor laws and company policies.
  • Leave and Benefits Management
    • Administer employee leave requests, ensuring that leave balances are updated accurately and approvals are managed efficiently.
    • Provide information to employees about their benefits, including health coverage, vacation days, and other company-provided entitlements.
    • Coordinate with the Manila office to ensure all leave and benefits queries are addressed promptly and any necessary follow-ups are done effectively.
  • Employee Records and Data Privacy
    • Maintain accurate records for all employees, including personal information, contracts, and performance records.
    • Ensure that employee data is handled in line with data protection regulations, maintaining strict confidentiality and securing all HR files.
    • Update personnel records regularly, ensuring all documents are kept current, organized, and properly filed.
  • Work Safety & Incident Reporting
    • Promote a culture of safety within the camp, ensuring that all workers are aware of the health and safety protocols in place.
    • Coordinate with the Camp Manager to ensure the camp complies with all health and safety regulations, and oversee the provision of safety training and resources.
    • Document and report any workplace incidents or injuries, ensuring they are investigated and corrective measures are put in place.
  • Medical Support and Health Checks
    • Oversee the provision of medical support or first aid facilities within the camp, ensuring that first aid kits are well-stocked and medical support is available when needed.
    • Organize regular health checks for employees to promote well-being and identify any health concerns early.
    • Coordinate safety drills and emergency response exercises, ensuring that all employees know the procedures in case of an emergency.
  • Regulatory Compliance and Health & Safety Initiatives
    • Ensure that the camp complies with all relevant health and safety regulations, including local labor laws and industry best practices.
    • Develop and maintain health and safety records, ensuring that all compliance-related activities are well-documented.
    • Collaborate with the Camp Manager to develop safety initiatives, such as training sessions, to continuously improve safety awareness among the workforce.
Job Requirements:
  • Bachelor's degree in Human Resources, Business Administration, Psychology, or a related field.
  • Minimum of 3-5 years of experience in HR operations, preferably in a construction or remote site setting.
  • Skills:
    • Strong interpersonal skills with the ability to build trust and relationships with employees from diverse backgrounds.
    • Excellent conflict resolution and negotiation skills, with a balanced and fair approach to handling personnel matters.
    • Ability to handle sensitive information with integrity and confidentiality.
  • Strong organizational and multitasking abilities, with an aptitude for working in high-pressure environments.
  • Proficiency in HR information systems and Microsoft Office applications.
