Job Objectives

The Environment, Safety and Health (ESH) Corporate Head will require significant interpersonal skills to lead, motivate and foster a safety culture in the workplace to reduce accidents & injuries.

Specific Duties & Responsibilities

1. Team Performance

a. Lead and have oversight functions fleetwide on ESH programs including coaching, mentoring and training safety observers to improve effectiveness

b. Monitor KRAs at the departmental level, participate in its analysis and contribute in formulating action plans to improve overall company performance.

c. Continually enhance organization competency by ensuring the ESH department is equipped with the knowledge and skills to deliver performance targets through trainings, accreditations and affiliations with relevant governmental and non-governmental association.

d. Regularly review injury/illness data and safety reporting requirements.

e. Manage ESH functional budget requirements.

2. Share Best Practices and Harmonization & Standardization of ESH Policies and Programs

a. Establishes corporate ESH standards to align site policies and procedures.

b. Identifies and reports applicable best industry practices within and outside the company.

c. Lead plant ergonomic program, develop and implement Meralco sustainability solutions.

3. ESH Regulatory Compliance

a. Evaluates compliance to prevailing ESH regulations and standards and device plans to ensure each site operates with the proper permits and/or certificates as required by law.

b. Collect, maintain, analyze and distribute plant ESH safety data to meet regulatory reporting requirements within the head office and operating companies.

c. Acts as a professional liaison with governmental agencies concerning occupational safety and environmental compliance.

d. Conducting regular safety audits and inspections of the workplace to eliminate hazards and promote a safe work environment.

e. Responsible for annual regulatory assessments to maintain compliance with local and national regulators and stakeholders requirements and foster relations with local, national and external parties.

f. Provide ESH technical leadership for job/workstation evaluation.

4. Learning and Development

a. Responsible for maintaining web based ESH Training and assisting in developing ESH training material electronic and classroom.

b. Scheduling and reporting training requirements to plant leadership and head office.

c. Maintain multiple electronic and web-based programs.

d. Develop effective safety communications plans utilizing various multimedia methods.

e. Develop strategic plans to promote safety programs and accident prevention.

5. Project Support

a. Lead the emergency response, business continuity and crisis management plan.

b. Provide ESH support for Shared Support and Center of Excellence Teams.

c. Assists in evaluating the ESH requirements relevant to ongoing and upcoming projects.

d. Conducts field inspection and report findings and observations.

Position Requirements (Basic Qualifications)

Educational Background: Must have completed any Bachelor of Science (BS) Degree in Engineering.

Work Experience: Must have at least 10 years relevant experience on environmental, safety, and health gained from heavy industries, preferably with experience in the power generation sector. With strong interpersonal and communication skills, oral and written. And has demonstrated ability:

1. To recognize, evaluate & recommend controls for workplace hazards and reduce injury & illness rate.

2. To determine training needs, organize and/or conduct training.

3. To conduct audit and inspection.

4. To organize plant-wide safety programs.

Specialization/Licenses: Must have gone through the both Basic/Construction Occupational Safety and Health (BOSH/COSH) and Pollution Control Officer (PCO) Training prescribed by DOE and DENR, respectively. Also working knowledge of local and national OSHA regulations as well as other regulatory standards (e.g. ANSI, NIOSH, NFPA, NEC).

Others: Computer literate particularly in MS Office, good verbal & written communication skills, proficient in developing policies and procedures, has familiarity with national & local laws and regulatory requirements on environment, safety and has basic knowledge in ISO 45000, ISO14000 & ISO 9000.
