Technical HSES Engineer

Job Title: Technical HSES Engineer Department: Health, Safety, Environment, and Security (HSES) Reports To: HSES Manager Company: Filoil Logistics Corporation Location: Luzon Islands 1. JOB PURPOSE The Technical HSES Engineer plays a critical role in ensuring that Filoil Logistics Corporation’s retail, depot, and logistics sites consistently meet the highest standards of asset integrity, safety, environmental protection, and regulatory compliance. This role is responsible for establishing and executing a comprehensive asset integrity management system, implementing technical and operational controls, and conducting risk-based monitoring to guarantee zero leaks, zero incidents, and 100% HSES compliance across all Filoil facilities nationwide. 2. KEY RESPONSIBILITIES A. Asset Integrity Management Develop and implement the Filoil Asset Integrity Management Framework (AIMF) in alignment with company policies, regulatory standards, and international best practices. Oversee and ensure the technical compliance of approximately 500+ Filoil retail and logistics sites with established engineering and safety standards. Conduct preventive and corrective maintenance inspections and validate contractor performance against prescribed HSES requirements. Ensure all mechanical, electrical, and civil infrastructures meet integrity, reliability, and safety standards throughout their life cycle. Manage technical risk assessments, corrosion monitoring, and reliability programs for storage tanks, piping systems, and retail assets. B. Health, Safety, Environment & Security (HSES) Lead and support HSES audits, safety inspections, and compliance reviews. Identify hazards and conduct quantitative and qualitative risk assessments (HAZOP, JSA, FMEA) to eliminate or control potential risks. Coordinate with internal teams to ensure regulatory compliance with DOLE, DENR, LGU, and other relevant authorities. Facilitate incident investigations and root cause analysis (RCA) to prevent recurrence and improve system performance. Develop and deliver HSES training programs to enhance employee and contractor safety culture. Support the implementation of Security Management Plans in coordination with the Country Security Officer (CSO). C. Performance Monitoring and Continuous Improvement Establish and monitor HSES and asset integrity KPIs, ensuring corrective actions are implemented for non-conformities. Utilize data analytics and reporting tools (Excel, Power BI, or equivalent) to track site performance and compliance. Recommend engineering and procedural improvements that enhance reliability and reduce operational risks. Benchmark Filoil’s technical HSES practices against global standards to achieve “Best-in-Class” performance in the downstream fuel industry. 3. CONTEXT AND ENVIRONMENT Filoil operates across a complex and geographically diverse archipelago. The Technical HSES Engineer must ensure standardization of safety and integrity practices in all operational sites, despite variations in logistics, infrastructure, and budgetary constraints (CAPEX/OPEX). The role demands strategic agility, technical rigor, and hands‑on engagement with field operations. 4. KEY PERFORMANCE INDICATORS (KPIs) Zero leak incidents across all Filoil sites 100% compliance with Filoil and government HSES standards Timely completion of corrective and preventive maintenance actions Continuous improvement metrics achieved (audit scores, RCA closure rates, training coverage) Effective coordination with business, maintenance, and construction teams 5. QUALIFICATIONS AND EXPERIENCE Education Bachelor’s Degree in Mechanical, Chemical, Electrical, or Civil Engineering Licensed Engineer (PRC Registered) preferred Experience Minimum 2-3 years of progressive experience in HSES, Asset Integrity, or Technical Maintenance within oil & gas, petrochemical, or energy sectors Proven experience in equipment reliability, environmental compliance, and process safety management (PSM) Strong exposure to regulatory bodies (DOLE, DENR, PEZA) and industry associations (PIP) Hands‑on background in retail station or depot operations preferred Technical Competencies Advanced knowledge of ISO 14001 (EMS), ISO 45001 (OHSMS), ISO 9001 (QMS) Proficient in HAZOP, JSA, LOTO, PTW, and other safety management systems Skilled in root cause analysis, risk assessment, and incident investigation techniques Competent in Microsoft Office, database management, and preferably data analytics tools (e.g., Power BI, CMMS, or SAP PM) Familiar with pressure vessel standards, fuel system design, and environmental monitoring procedures Behavioral Competencies Strong leadership and decision‑making skills Analytical and detail‑oriented with high accountability Excellent communication and interpersonal abilities Commitment to upholding safety excellence and ethical standards #J-18808-Ljbffr
