Position Overview

The HSES Manager is responsible for developing, implementing, and overseeing all Health, Safety, Environment, and Security (HSEC) programs across Filoil's oil terminals, depots, and logistics operations. The role ensures strict compliance with DOLE, DOE, DENR, and PPA regulations while promoting a culture of safety and environmental stewardship aligned with the company's commitment to safe and sustainable fuel logistics.

This position plays a vital role in accident prevention, emergency response readiness, pollution control, and regulatory compliance — protecting both people and the environment in high-risk oil handling operations.

Key Responsibilities

1. HSEC Program Leadership

• Develop, implement, and enforce HSEC policies, systems, and standard operating procedures (SOPs) tailored to oil terminal and logistics operations.
• Ensure alignment with DOLE OSH Standards, DENR environmental regulations, and DOE oil industry guidelines.
• Drive continuous improvement of safety culture across all Filoil facilities.

2. Risk Management & Audits

• Conduct comprehensive risk assessments, Job Hazard Analyses (JHA), and HAZOP studies for oil handling and storage operations.
• Identify potential hazards in fuel transfer, tank farm operations, and transportation; develop and monitor Corrective and Preventive Action (CAPA) plans.
• Lead internal and external audits and ensure prompt closure of non-conformities.

3. Incident Investigation & Emergency Preparedness

• Lead investigations for all incidents, near-misses, spills, or fire-related occurrences.
• Oversee the Emergency Response Team (ERT), coordinate drills, and maintain readiness for oil spill, fire, explosion, and chemical leak emergencies.
• Manage crisis communication protocols and ensure coordination with local fire and safety authorities.

4. Training and Competency Development

• Conduct Safety Officer 4 (SO4)-level training, toolbox talks, and refresher courses for employees and contractors.
• Ensure that all personnel, including drivers and terminal operators, are trained in safe fuel handling, confined space entry, and permit-to-work systems.
• Promote employee wellness, mental health, and ergonomic safety initiatives.

5. Environmental Protection

• Act as or coordinate with the company's DENR-accredited Pollution Control Officer (PCO).
• Implement and monitor waste management, emissions control, water treatment, and spill containment programs.
• Prepare and submit environmental compliance reports (SMR, CMR, EQAR) on time.

6. Security & Port Safety

• Oversee the security framework of terminals and depots in accordance with Port Facility Safety Officer (PFSO) standards.
• Coordinate with government agencies (PPA, DOE, LGUs) for inspections, drills, and compliance documentation.
• Implement port safety measures including access control, cargo security, and vessel offloading safety procedures.

7. Leadership & Reporting

• Lead and mentor a team of HSEC Officers and Coordinators across multiple sites.
• Analyze safety performance data, identify trends, and recommend actionable improvements.
• Report key safety metrics, compliance updates, and sustainability achievements to management.

Qualifications and Requirements

Education:

• Bachelor's Degree in Engineering, Occupational Safety, Environmental Science, or related field.

Certifications (Required / Highly Preferred):

• Safety Officer 4 (SO4) accreditation under DOLE.
• Pollution Control Officer (PCO) accreditation by DENR.
• Port Facility Safety Officer (PFSO) certification (for port/terminal operations).
• Training in ISO 45001 and ISO 14001 Management Systems preferred.

Technical Competencies:

• Deep knowledge of HSEC systems in oil and fuel logistics operations.
• Expertise in fire protection systems, oil spill prevention, and hazardous materials handling.
• Familiar with emergency response protocols, industrial hygiene, and behavior-based safety.
• Proficient in reporting tools and risk analysis software.

Experience:

• At least 5-10 years of experience in Health, Safety, Environment, and Security Management, preferably in oil & gas, fuel logistics, or petrochemical industries.
• Proven track record in implementing HSEC programs, managing audits, and ensuring multi-site compliance.
