This role contributes to ending world hunger by managing base operations, overseeing resources, and ensuring safety and security. Responsibilities Ensure proper management and supervision of base operations and coordinate with Country Director and Manila teams. Plan, implement, and monitor program projects, ensuring donor and national guidelines are followed. Represent and coordinate with project teams, government authorities, partners, and beneficiaries. Lead implementation of projects, maintaining updated work plans, procurement plans, and budgets. Ensure transparency and compliance with donor guidelines and reporting requirements. Coordinate local partners’ capacity building and support in accordance with Deputy Country Director. Lead project monitoring, evaluation, reporting, and capitalization. Manage human resources per Action Against Hunger HR policies, including performance evaluations and recruitment. Manage logistics base operations, procurement, travel, and supply chain management. Ensure staff safety and security, monitor security context and report incidents. Qualifications & Experience Master’s degree in Economics, Sociology, International Development, Political Science, or International Relations. At least 5 years of experience in a similar role with an INGO. Strong knowledge of project management, financial tools, logistics, security, donor guidelines, and partnership development. Experience in managing and supervising administration, finance, logistics, HR, programs, and security staff. Experience in emergency response and working in high‑risk contexts. Ability to write technical donor reports and proposals in English and Filipino. Strong coordination, mentoring, coaching, and capacity building skills. Good analytical skills and understanding of conflict/crisis contexts. Excellent command of English and Filipino; knowledge of local language an advantage.
