Project Management and Design Head

The Project Management and Design Head is responsible to lead and direct the strategic planning of multiple projects. They are in-charge for the successful conclusion of each project by overseeing Project and Design Managers who monitor the different stages of project implementation. Moreover, the Project Management and Design Head provides leadership to strategically manage risk, monitor finances and make recommendations to ensure that each phase of work is started and completed according to schedule.

The Project Management and Design Head reports directly to the Executive Vice-President.

JOB RESPONSIBILITIES

A. PRE-OPERATIONS

• Formulates overall plan and discusses inputs to the architects, engineers, business and other planners
• On the overall design/scheme for the project as well as the design parameters and guidelines
• Identification of various milestones necessary in preparing for development
• Formulating a timetable for feasible implementation
• Prepares and finalizes the development guidelines

B. OPERATIONS MANAGEMENT

Provides oversight of project implementation including all activities, outputs, and outcomes related to project management and administration such as the following:

1. Technical Planning and Budgeting

2. Construction costs

3. Architectural, engineering, landscaping, or interior design activities

4. Construction Management

5. Bid Conference and Contract Awarding

6. Reports

7. Legal, Permits and Licenses application

8. Documentary, plans and other requirements

9. Permits and licenses

10. Business Planning and Business Development

C. ADMINISTRATIVE FUNCTIONS

• Responsible for execution of directives provided by the immediate leader on continuous improvement including but not limited to implementing work procedures to increase productivity and improve service levels.
• Supervise the day-to-day operations of division.
• Supervise, assist, guide, coach, discipline motivate and evaluate team member's performance.
• Responsible for the preparation, measurement, monitoring, reporting of individual KPI and team KPI (Key Performance Indicator)
• Responsible for creating and monitoring controls to avoid and/ or minimize operating costs.
• Creates, review and revise department policies, procedures and guidelines when deemed necessary.
• Trains team members.
• Complies with the company policies, procedures and guidelines.
• Implements and relay with the team the company policies, procedures and guidelines.
• Prepares management reports.
• Supervise and oversee team member's duties and responsibilities as stated in the job description.
• Provide technical and non-technical support.
• Minimize cost and optimize utilization of headcount and man-hours.
• Ensure that projects is met in accordance with the set timeline.
• Adheres to working schedule and working location as advised by the immediate leader.

MINIMUM REQUIREMENTS / COMPETENCIES:

• Candidate must be a licensed Architect (Preferably with Master's degree)
• 10+ years of experience in Project Management, with a minimum of 5 years in a senior leadership role overseeing a large, complex portfolio.
• With proven management track record in the Property Development business, with particular focus on Project Operations or Implementation.
• Have experience working with Property Developers, Consultants, Construction, and other related fields.
• With strong leadership skills (can forge strong strategic relationships with consultants, networks, alliances and stakeholders).
• With deep understanding of the business of Real estate development.
