Overview

Senior Human Resource Specialist (JL 9) – Assignment: Human Resource Management Department, Bases Conversion and Development Authority. Contract of Service (COS). Basic Monthly Rate: Php 66,541.80.

Minimum Qualifications

Education: Bachelor\'s degree in a field relevant to the position, with a strong focus on the technical needs and applications of HR.

Experience: Four (4) years of relevant work experience

Training: Twenty-four (24) hours of relevant training

Others: possessing appropriate competency/skills mastery

Preferably with experience in any of the following:

  • Working in/with Government Owned and Controlled Corporations
  • Expertise in interpreting and applying policies and regulations from the Civil Service Commission (CSC) and Governance Commission for GOCCs (GCG) to ensure organizational compliance.
  • Strategic planning and strategy management

Important note: The responsibilities below cover both HRM Division and Organizational Development Division.

Duties and Responsibilities

For HRM Division

Recruitment and Selection:

  • Utilize HR data and analytics to provide insights on trends, costs, and the overall effectiveness of the talent acquisition and management processes.
  • Assist in the assessment of the entire recruitment, selection, and placement process to identify bottlenecks, refine strategies, and ensure it continues to meet HRMD goals and objectives.
  • Assist in the screening, interview and onboarding of new hires and ensure successful integration of new hires into their roles in the organization
  • Assist in the performance of background checks, contacting candidate\'s references and reviewing all other pertinent documents submitted by the applicant.

Compensation and Benefits:

  • Assist in the conduct of labor market research to establish benchmark standards for salaries.
  • Assist in the analysis of salary data, job descriptions, and other relevant information to determine appropriate salary levels for different positions.

Policy and Compliance:

  • Assist in the development, implementation and maintenance of HR policies and issuances, ensuring they align with legal and regulatory requirements such as the CSC, GCG, etc.

Other HR-related Tasks:

  • Assist in the preparation and maintenance of plantilla of personnel and statistics on personnel strength HR profile / inventory, and using data provided in the HRIS.
  • Assist in special projects, research, and other tasks assigned to HRMD.

For Organizational Development Division

Strategic Human Resource Development:

  • conduct of training programs, either as primary training manager or assistant (including preparations, coordination with service providers, providing logistical support, monitoring attendance, among others)
  • process requests for attendance to external training and monitor the same until completion;
  • organize and maintain training records (such as internal memos, nomination forms, training reports, certificates, etc.)
  • prepare internal memo necessary for the activities of the Division;
  • updating/ maintenance of various ODD databases.
  • conduct Training Needs Assessment and write report on the results of the TNA

Succession Planning and Management (SPM):

  • database management for the monitoring of the members of the BCDA Pool of High Potential Employees (HIPOEs)
  • assist in the implementation of the Junior Executive Development Program (JED Pro)

Others:

  • co-manage BCDA internships
  • records management (for other documents like IPERs and DPERs)
