Job Description Title Human Resources Consultant – Policy Review, Compliance Audit, and Reform Implementation (Short-Term Engagement) About the Role A long-established educational institution in Mabalacat, Pampanga is seeking an experienced Human Resources Consultant to lead a short-term engagement focusing on policy review, compliance audit, and the implementation of strengthened HR systems. This is a time-sensitive, high-impact engagement scheduled to begin in late August 2025. We are looking for a consultant who can come onboard immediately to align with scheduled institutional milestones. The role will involve conducting a full assessment of HR structure, processes, and personnel; drafting and implementing a comprehensive HR Manual with SOPs; and establishing practical tools and workflows for recruitment, onboarding, recordkeeping, benefits, discipline, and compliance tracking. The consultant will also retrain HR staff, secure and organize personnel files, submit regular progress reports to the VP for Administration, and provide recommendations for long-term HR leadership based on system adherence and capability. Key Responsibilities Conduct a comprehensive review of HR policies, procedures, and records. Assess compliance with labor laws, government regulations, and internal policies. Identify process gaps, risks, and opportunities for improvement. Implement improved HR systems and workflows with staff retraining and reporting. Collaborate with the VP for Administration and President to align reforms with institutional goals. Job Qualifications Proven experience in HR leadership, compliance auditing, or consulting (preferably in education or corporate HR). In-depth knowledge of Philippine labor laws and HR best practices. Strong analytical, documentation, and communication skills. Ability to work independently and deliver results under tight timelines. Engagement Details Duration: Short-term project (approx. 3 month, starting late August 2025). Location: On-site, with potential for partial remote work.
