Project Officer

Overview

Project Officer (Youth RISE) at Plan International Pilipinas (Plan International Nepal). This is a field-based role focused on implementing the Youth RISE project in Manila and surrounding areas, in partnership with youth, local leaders, LGUs, private sector, and civil society.

About The Project

Youth RISE (Resilience, Innovation, Skills, Entrepreneurship, and Employability) is a 3-year initiative to tackle youth unemployment in the Philippines, with emphasis on marginalized youth and young women. The project aims to equip youth with tools, skills, and opportunities to access decent work and pursue entrepreneurship. The initiative addresses high NEET rates and strives to build sustainable pathways to economic empowerment through collaboration with communities, local governments, and institutions.

Your Role: Project Officer

As Project Officer, you will help bring the project to life at the community level by working with youth, local leaders, and partner institutions to ensure activities are inclusive, empowering, and responsive to local realities. This is a field-based role for someone who thrives in participatory environments and is passionate about enabling youth to lead change in their communities.

Key Responsibilities

• Conduct community assessments to identify strengths, gaps, and opportunities for youth development.
• Facilitate project activities that uphold safeguarding, gender equality, and inclusive learning principles.
• Coordinate and support skills training for youth in employment and entrepreneurship, tailored to local market needs.
• Engage with LGUs, private sector partners, and civil society to promote youth-friendly policies and community campaigns.
• Identify and mentor youth groups to become active champions of change.
• Support monitoring, evaluation, and learning (SAPIME) processes throughout the project lifecycle.
• Contribute to Plan’s emergency response efforts when needed.

What You Bring

Education: Bachelor’s degree in social sciences, education, development studies, or related fields.

Experience: At least 3 years of experience in community organizing and youth development, with practical knowledge in gender equality, GBV prevention, ASRHR, and participatory approaches.
